Imagine the effects of a billion Watts on a trillion electrons/m3 at 1200 Kelvin at 300 km up in the ionosphere (http://en.wikipedia.org/wiki/Ionosphere) which overlaps with the Van Allen belt where there are highly energetic protons of 100Mev (http://en.wikipedia.org/wiki/Van_Allen_radiation_belt). The result may be particle rain (http://www.kurasc.kyoto-u.ac.jp/s-ramp/abstract/s19.txt) and potentially geomagnetic polar reversal (http://en.wikipedia.org/wiki/Van_Allen_radiation_belt).
You may be aware that the Al-Quran (and perhaps other religious scriptures) warns of the sky falling to pieces (17:92, 34:9), which would seem to us as clouds gathering in heaps (52:44), and that on Judgment Day the sky will be rent asunder as it will be flimsy (69:16), and it will be like molten brass (70:8).
Several countries including USA, Russia and China are alleged to have HAARP installations, thus perhaps the United Nations would be the best forum to deal with this issue, e.g. by inspecting all HAARP installations.
