STOP POLICE FROM SHOOTING INNOCENT DOGS!

I want to change the law...but I need your help. If your dog is not on your property, anyone has a right to shoot it. When it's an innocent dog who means no harm, this is completely unnecessary. Today I witnessed an officer chase a dog around my property with a gun. The chase ended in bloodshed. Too bad it was the dog's.
