We, the undersigned residents of Purcellville, object to any drive-through component for a restaurant proposed for the corner of Hirst and Hatcher.  With the planned opening of Woodgrove High School, a drive-through feature would exacerbate traffic congestion and noise that is incompatible with a nearby residential community.

Hirst & Hatcher is not, repeat NOT, a suitable site for a Drive-Through restaurant...and is very much contrary to the special exception status with the issues and neighborhood considerations that leave it UNWORKABLE as well as an impending traffic congestion nightmare and personal safety issues for employees (high school or otherwise) working there until midnight. Are you too personally involved here to consider rejection of this special exception? If you are...maybe you should recuse youself. That would be the right thing to do.

This decision is just one of many that the current Town Council MUST be held accountable for. Conversion of the Baptist church to Town Hall, a $4-$5 million maintenance facility, expansion of the sewer treatment plant to a $60million+ facility, purchase of Firemans Field when it already belonged to the people thru donations they have given for 50 years, the refusal to tell the citizens the real cost of a ridiculos lawsuit against a new high school, departing from land use plans at the whim of developer dajour, more secret meetings that any council in history of town, and on and on and on. I see incompetence at its highest level. These guys kind of remind me of Forest Gump. ACCOUNTABILITY, ACCOUNTABILITY, ACCOUNTABILITY, how do we get it. ELECTIONS, ELECTIONS, ELECTIONS.

I thought the town of Purcellville was interested in creating a quality community, where community members could walk safely thourgh out the town and enjoy its rural atmosphere. Clearly, any type of drive through restaurant would be contrary to creating a safe walkable community.Purcellville Rd is a dangerous road littered with trash, unsafe for pedestrian traffic. Any type of restaurant at the intersection of Hirst and Purcellville Rd (Hatcher)would only lessen the quality of life in Purcellville. If the town of Purcellville plans on annexing Firlds Farm, they should be more concerned with pedestrian safty along Purcellville Rd and Allder School road and less concerned with adding to the coffers of a developer. I say absolutely NO to the Taco Bell and yes to pedestrian safety.

I am disturbed that the Town of Purcellville may allow the establishment of another fast food restaurant. It presents the wrong message about good nutrition and good health, and stands in contrast to the town's support for the Farmers Markets and to the undeniable benefits of eating healthy. Considering all of this, placing a Taco Bell near a building dedicated to medical needs seems ridiculous in the extreme and contrary to common sense.

I was shocked when I recently heard about the taco bell being built on the same site as the new medical building at Hirst and Hatcher As I understand the situation the restaurant, if you can call it that, can be built there by right. But the drive through requires town approval. The town should and must deny the request for a drive through. This might kill the whole project, which would be a good thing. I think this is just the beginning of the effect of the new high school and youth football field in this area. The traffic generated by these two entities will provide the incentive for businesses like drive through fast food restaurants to sprout up in a residential area. In my view this could mark the beginning of Purcellville’s very own Rockville Pike or at the very least E. Market Street.

a drive through located at a four way stop where one road is 40 mph and the other is 25 mph is a bad idea. It is also located on the road where the new emergency service department is located. When those fire trucks or ambulances go roaring out onto a two lane road with no shoulder and encounter not just the traffic which is now trying to skirt main street, but what will be created by a fast food restaurant with extended hours, there is going to be a problem. The quality of the newest proposed commercial addition is another concern. The town is beginning to take on the look of just another cheap strip mall burg - the Harris Teeter complex just at the entrance to our town is also a tragic mistake....do we really need just another characterless grocery store? judging from the other uninspired retail which this town attracts, I doubt that the additional offerings at the Harris Teeter complex will do little more than blend with what we already have. Can't somebody do something creative or more upscale around here?

I object to the Taco Bell in general. Taco Bell is not nutritious or healthy in any way. Purcellville should be a town that invites local or family formed restaurants. Leesburg is only fifteen minutes away and there is a Taco Bell there. Purcellville should be proud and protect its charm.

My questions/concerns about the location:::: PURCELLVILLE DRIVE-THRU URBAN MYTH:::: I have heard that the town does not want another drive-thru. If this is the case, can the reasons be stated for not allowing a drive-thru in town be openly stated. If possible, I would like to know how this location mitigates these reasons. LATE NITE HOURS::::: This appears to be the only establishment that will have late hours in this part of town. This restaurant will draw people as a meeting place, pulling them away from areas in town that are open late/better equipped to handle late nite traffic/loitering. Are there any new policies/concerns surrounding the opening of this late nite establishment? TRAFFIC ACCESS::::: We just got done with a hard fought battle with the county over traffic concerns at this intersection. Are the traffic concerns at this location all mitagated? Will the Taco Bell be opened after the intersection is completed? WALKING ACCESS::::: This establishment will include a lot of foot traffic from town. Is there going to be sidewalks/bike trail built to handle this traffic from town? The current walking/bike access is dangerous. Will the Taco Bell be opened after the foot traffic issue is addressed/mitagated? AFTER DARK ACCESS::::: Earlier this year, I was reprimanded by the Purcellville police for using the w&OD path after dark while I was walking home from an in town restaurant. I was told that there are/were problems with after dark trail usage. I was told not to use the trail after dark. Since this location will lead to more after dark foot traffic, how does this fit in with the Purcellville loitering/trespassing policies? Is it a concern? TRASH PICKUP:::: Taco Bell has a lot of wrappers which will inevitably end up in/around Catoctin Creek. Who is responsible for this trash? Who foots this bill? LOITERING:::: Currently, Purcellville youth are routinely reprimanded for loitering in the center of town. This location is removed from all other establishments that draw youths. Has this issue been discussed?

This location is NOT appropriate for a fast food restaurant, let alone a drive-through. The proper locations for restaurants in Purcellville are clearly seen near Main and Maple, the new center off 287, and others. But not at Hirst and Hatcher, a commercial/residential area. It is not even convenient for those who might frequent it. And for the rest of us, it carries with it: pollution in our neighborhood and the creek; unwanted foot traffic through the neighborhood; increased traffic where we already have a difficult exit from our development; undesirable highway visitor penetration - we want visitors to go to the commercial area of Purcellville, not residential. All in all, it's a bad idea, and I can't believe the developer has actually pursued it this far. Even worse, a fast food joint next to a medical center...how ridiculously ironic...

I wouldn't be against having a Taco Bell in Purcellville. However, the location is all wrong. We don't need more traffic congestion in a residential area where there are currently no other restaurants. Having Taco Bell in Purcellville is bad for the town. 1. It will make unwanted elements take the exit to Purcellville to come to Taco Bell 2. Taco Bell sells unhealthy food that is not good for our neighborhood. 3. Taco Bell will bring down the value of properties in Purcellville 4. Taco Bell increases crime in the neighborhoods all over the United States. Purcellville Police department will be further burdened. 5. I agree with others who have signed this petition. Taco Bell in Purcellville is fine, just not at the Hirst/Hatcher location. The added congestion at that intersection, the increased noise and unpleasant odor right near a residential neighborhood, and the garbage that is sure to pollute the adjacent creek are all issues that argue for not allowing the Taco Bell to be built at that location. Additionally, to have a Taco Bell essentially in the parking lot of a medical buidling just seems completely out of place.

Currently, Hirst road serves as a corridor for residents of the western end of town, allowing us to bypass Main Street and keep downtown traffic congestion down. While I fully support business growth in Purcellville, I believe this location is exactly the wrong place for a drive-through restaurant. Hirst is a quick bypass for many Purcellville residents seeking access to Rt. 7, and this bypass minimizes congestion on Main street from people who do not have immediate business there. I believe a drive-through restaurant at this intersection will turn Hirst into a parking lot, diverting much more traffic through town, and ultimately making it very difficult for many Purcellville residents to access Rt. 7 by any route. I welcome new business in Purcellville, but I believe this location is the wrong one for a drive-through restaurant.
