Canada's role as international"patsy",will be greatly enhanced by the passing of such a ludicrous bill.Come to our wonderful country where you will be fully taken care of,without lifting a finger to contribute(don't bother to learn either official language, either).Stay but a brief while, return home, and we will mail you cheques to support you and yours for the remainder of your days.Such a deal!

I have worked my entire life in Canada and have contributed for over 40 years to the plan. It is absolutely insane that any one would propose to allow full pension to those who have only worked for 3 years. and have contributed next to nothing to the plan.

Our country is already struggling to find money for health care, day care, roads, public transportation, and other crucial services. Under the proposed bill, someone could move to Canada at age 62, work 3 years, and collect full pension which we the taxpayers will cover! NO!!!! That is not equitable, reasonable, practical, or acceptable!!! EMPHATIC NO FROM ME!!!
# 67:

Please for all us Senior Canadians who have worked for 65+ years and paid taxes all their working lives and our children whe are paying taxes now. Do Not pass Bill C-428, if it means immigrants who have been here 3 years will recieve the benefits of our labour. My faather fought the Great war and my brother gave his life in the 2nd world war.my late husband was a veteran of the 2nd world war. We and our hard working children deserve a break!! Thank you; Bernadette Cubbage

This is totally outrageous! Someone is to come into this country and be supported by us after living here only 3 years? Elderly parents can be brought here and after 3 years they become our responsibility - an unneeded and unwanted burden on our already overtaxed health care, welfare, pensions etc. that cannot properly care for our retirees, disabled, disadvantaged. I see no fairness nor even logic in this situaton - unless the Canadian government intends to refund all CPP, Taxes etc to those of us that have paid more than 3 years and treat us as well as our refugess and immigrants are treated. And all you hard working union members who have been sucked in by the NDP (Bob Rae) party for years - still think they are on your side? Our benefits are available because of generations of Canadians that have contributed their hard earned money over many years to make these programs available to people who have contributed to this country.

STOP THE INSANITY NOW ! You can only push the people so far before they start fighting back in very meaningful ways. Perhaps a march of tens of thousands on Parliament ? OK probably not realistic but other than this how can we fight back ?

I do not support Bill C-428. The pension belongs to those who have put a lifetime of 'blood, sweat and tears' into maintaining this country, not to those who come in and after 3 years, pick up the benefits.

Pensioners have to work long after their retirement age in order to maintain the necessities of life. We need a higher pension before paying it out to parties that have not been in the country for 10 years.

INSTEAD, WHY NOT IMPROVE THE CONDITIONS OF SENIORS WHO HAVE PAID INTO THE FUND ALL THEIR WORKING LIVES AND ARE STRUGGLING TO MAKE ENDS MEET. IT IS NOT PROPER OR MORAL THAT IMMIGRANTS SEEM TO BE GIVEN PREFERENTIAL TREATMENT AT THE EXPENSE OF CANADIANS WHO HAVE BEEN HERE ALL THEIR LIFE.

Cant believe the ....... people running this country would do this they should be here at least 10 years not 3 I had to work all my life in order to get old age and cpp and it certainly is not enough to live on by itself so please do not I repeat do not take my hard earned tax dollars you collected to just give away to every tom dick and harry
# 52:

Absolutely horrifying and irresponsible Bill, another example of how stupid we are with our money. People from other countries actually have to work for their money ...the reason why our country is in a mess and our health care is a disaster is the handouts. Housing market is unaffordable because of multimillionaires coming to this country and the claiming broke only to purchase millions of dollars worth of real estate and claiming welfare. Wake up.
# 51:
6:53 pm PST, Nov 17, E.T. HALLETT, Canada
most people who rely on old age have worked hard for low pay all their lives, old age should be a lot higher as it is and never mind giving it to people who come here from other countries.why we let people in here who cannt work or pay taxes is beyond belief
# 50:
1:54 pm PST, Nov 17, Kelton Pearson, Canada
This bill is another example of how we, as Canadians, bow to the requests of our ethnic community instead of requesting that they bow to ours. Whose country is it?
# 49:
3:59 pm PST, Nov 16, Mike Stewart, Canada
This is only one more way to alienate our country. Please stop this bill now.
# 48:
3:03 pm PST, Nov 16, William Boagey, Canada
Dear Mr Harper, To oppose this bill is not being racist but simply being a fair minded Canadian. This is the sort of thing that is turning many people against immigrants, even the many good ones that we know. Mrs Dhalla is only out for her own ends and her bill is obviously for that purpose. Kill the bill quickly before it does more damage.
# 47:
9:22 am PST, Nov 16, Tim Tanner, Canada
can I have all but 3 years of my taxes, cpp contributions etc. back now please? Let's get real, all we've heard for the last 20 years is that there won't be enough money to support the system as it stands now!!
# 46:
8:21 am PST, Nov 16, John Morris, Canada
Ruby Dhalla is spending too much time sucking up to the immigrant community following her scandalous use of slaves to look after her mother. Canada has gone way overboard in its kowtowing to immigrants and "refugees" while people who have supported this country their entire lives are suffering. Charity begins at home.

How long does a Canadian born citizen have to work for a pension? Have we lost the right to say, "this is OUR country!"? Come here, work for 45 years like the rest of us, pay taxes, UI, CPP, medical, and contribute to the building of this country and THEN you will get your pension, LIKE THOSE OF US BORN HERE! We're allowing our own people to get railroaded because no Canadian politician has the strength to denounce things like this; publicly, and with pride! Hey Canadians: does anyone think we could emigrate to Thailand, Hong Kong, Sri Lanka, Calcutta, the UK, or the US, infiltrate their government, make such obviously nepotistic proposals, and still have a job once the public became aware of it? Whoever concocted this mockery of, and blatant attempt to abuse a proud Canadian benefit should be politely informed their "services" are no longer required, and they can take their chances with their previous country's pension system.
# 43:

We can't afford to water down the existing pension plan. We are already a very genererous country with more important areas that could use the funds if there was the such a thing as "surplus funds".

# 35:

This is beyond ridiculous- there's too little money in the fund as it is.
# 34:

Enough is enough. What other country in the world would do this? 10 years isn't long enough and now you are proposing to cut this down to 3 years? I CAN'T BELIEVE THIS IS EVEN BEING CONSIDERED!!!!!!!!!!!!!!!!!!
# 33:
9:02 am PST, Nov 15, Lise Mailloux, Canada
Canada should not give the right to Old Age Security away in such a cavalier fashion. People should earn this right and living in Canada for less then ten years, which is very little, should not give you such a privilege.
# 32:
8:54 am PST, Nov 15, Steve Dick, Canada
This is rediculous. One should have to contribute for years before being able to collect Canadian Old Age Security. The system is going to be overburbened as it is, without adding new Canadians.

The thought that Bill C-428 would even go forward and be read by the House of Commons is preposterous. It is beyond comprehension that we, as Canadian citizens who have worked in CANADA and paid into our Old Age Security pension for 25 - 40 years could be legislated to share this benefit with seniors from other countries who need not even be CANADIAN, never mind have contributed in this retirement program. I STRONGLY object to your even considering such a proposal.
# 23:
1:23 pm PST, Nov 14, Lesslie Askin, Canada
As a senior who was born in this country and worked (and contributed) here for over 40 years, I very strongly oppose this ridiculous bill. To even consider that someone who has been here only 3 years....who has contributed virtually NOTHING, comparatively speaking, to this country.... would receive the same OAS/GIS as I do, is absolutely preposterous. The OAS/GIS funding algorithm was NEVER designed to accommodate this kind of extreme drain on pension resources. Perhaps some other method can be developed to alieviate the alleged immigrant poverty (which I question, considering the "financial means" test that I understand, except in cases of refugee status, is now required). PLEASE do not saddle our national pension system with the impact of this kind of unconscionable legislation. Ms. Dhalla should be ashamed of herself, and should apologize to all Canadian senior citizens for her gross incompetence on this issue.

STOP THIS BILL RIGHT NOW !!!!! Why should someone from another country be entitled to benefits they have neither contributed to, nor are eligible for, when there are thousands of seniors and individuals with disabilities who are living in poverty. What person in their right mind would think this is the right thing to do? Shame on any politician who agrees to this. Come on Canada, lets shed our image of being complacent and make our voice heard!!!

How much more are we going to give these parasites? If we, as Canadians do not start standing up for ourselves, we are going to lose our culture, and all that makes us Canadian. They are already driving REAL Canadians out of their long-time neighborhoods, and claiming them for themselves. Every real Canadian I know has expressed such anger at feeling like strangers in our own country. PLEASE Canada, don't be complacent about this Bill. These people are NOT entitled to our hard earned money any more than they deserve our healthcare benefits. Enough is enough. We MUST show, as Canadians, that we DO have a backbone. If they come here, they must earn our benefits. Thanks to #s 11,13 and 14 below for expressing how you feel. It gives us a little hope for the future.........

Since I'm not in favor of even the 10 year residence, I am certainly not in favor of dropping it to 3. Where do these politicians come from? Could we please allow Canada to be Canada without changing everything to accommodate foreigners? Come on Canadians, stand up for our rights for once and tell these politicians to take this and shove it.

OAS if for people who have lived their lives and contributed to Canada over their lives. You can bring your parents over, buy you must support them. I'm not even sure we should be supporting these people's medical bills. No wonder our health care system is in such stress!

Our pension security is already fragile for Gen X'ers. Would it not make more sense to increase the amount paid to citizens who have fullfilled the 10 year eligibility than disperse funds to new residents?
