At the heart of improving the Los Angeles River's plight is the public's acknowledgement that it has an inalienable right to access the river. Unfortunately, this is not the current situation, and so it has suffered; by not being able to use this untapped resource, we are the worse for it as a community. This right to public access is written into the California state constitution and is in keeping with time-honored, common sense "public trust" laws dating back to the Romans. Only when people have taken responsibility for the river has the revitalization process moved forward; only when YOU step up and sign this petition this will the process move forward again.
