Furry Friends Refuge is an all volunteer non-profit that has a commercial location in Urbandale, IA.  Pet shops and humane societies are allowed in the relevant zoning, but Urbandale will not allow Furry Friends to operate, citing that rescue animals are damaged and have "mental and emotional" problems.  Pet shops, however, would be allowed to sell dogs from puppy mills at the same location.

We care about rescue animals and disapprove of the city of Urbandale discriminating against organizations that help animals in need.

there are plenty of rescue animals in Iowa. We do not need to reward the puppy mills who cage and abuse these helpless creatures everyday. It's a disgrace that Urbandale has such an uninformed and naive opinion.

Shelter pets make wonderful companions for young and old,had a couple dogs from shelters and they were wonderful therapy dogs in nursing homes.

Support for puppy mills is deplorable in today's society. These types of institutions need to be eradicated. Please note the ASPCA's position on puppy mills: "ASPCA Position on Puppy Mills The ASPCA is not opposed to dog breeding when it is done humanely and responsibly; responsible breeders assume lifetime accountability for the animals they have bred. Since puppy mills, by their very definition, are operations that fail to meet the ASPCA’s standards for responsible breeding, we are opposed to them." "The ASPCA advocates the following best practices for responsible breeders: * Never sells puppies to a dealer or pet shop. * Operates in an open, undisguised manner, allowing and even encouraging potential buyers/adopters to visit and tour their homes/properties. * Screens breeding stock for heritable diseases and removes affected animals from breeding program. Affected animals should be altered and placed as pets, provided that the health issues are disclosed to buyers/adopters. * Removes aggressive animals from breeding program. * Keeps breeding stock healthy and well-socialized. * Never keeps more dogs than they can provide with the highest level of care, including quality food, clean water, proper shelter from heat or cold, exercise, socialization and professional veterinary care. * Has working knowledge of genetics and generally avoids inbreeding. * Bases breeding frequency on mother’s health, age, condition and recuperative abilities. * Does not breed extremely young or old animals. * Breeds and rears dogs in the home, where they are considered part of the family. * Ensures newborns are kept clean, warm, fed, vetted and with the mother until weaned. * Begins socialization of puppies at three weeks of age. * Screens potential guardians and openly discusses both positive and negative aspects of the breed as well as the individual dog. * Ensures puppies are weaned (at 8 to 10 weeks of age) before placement. * Offers guidance and support to new guardians. * Provides an adoption/purchase contract in plain language that spells out the breeder’s responsibilities, adopter’s responsibilities, health guarantees and return policy. * Provides accurate and reliable health, vaccination and pedigree information. * Makes sure pet-quality dogs are sold on a limited registration (dogs only), spay/neuter contract, or are altered before placement. * Will take back any dog of their breeding at any time and for any reason." These animals deserve every chance that a puppy mill puppy deserves if not more. There is nothing wrong with adopting a "mutt" if you will. We have 1 dog 2 cats and 3 horses and our dog, cats and 1 horse were all adopted from rescues and they are the best animals ever. They appreciate the second chance that they have received and are very loving. Give these animals a chance!!!

This isn't right, people! How can you say that animals are worse off in a RESCUE shelter than they are in puppy mills? Get real! This is so STUPID! How about you quit hurting the animals and actually try to HELP them for once? Put your heart before your wallet and give these poor animals a chance. Choosing to pick on Rescues or Animal Shelters and turning a blind eye to Puppy Mills and Pet shops is purely ignorant and just shows how uneducated on the subjects you are! Rescues may have "damaged" dogs in their care, but that is because they have been rescued from Mills and Pet Shops. The only poosible reason to be favoring Pet Shops and Puppy Mills over a Rescue is because you get tax dollars from Pet shops and so it just comes down to the money and not the welfare of the animals.

This needs to be changed! The City of Urbandale needs to step up and do the right thing by allowing shelter animals to be adopted. The City needs to help the cause, not make it worse!

Rescue animals have so much love to give. Because of the ignorance of others making suggesting that rescue animals are damaged - this is a reason why many people are put off of rescuing. It's a ridiculous statement. They may be damaged but they are forgiving and desparate for love - not the gas chamber, where many end up. Instead the puppy mills go on operating and supplying the pet shops with many sick puppies and it's the dogs who are in the care of the puppy mills are are the most damaged and neglected. Have a heart and some compassion towards the shelter animals and the tireless work that the shelter workers do.

There is such a great need for rescue shelters. I have taken in 2 dogs and 3 cats in just 5 years that were homeless and starving right here on my street. Can't imagine how many there are in all of Urbandale and Des MOines but the animal control officer who came to look at one of the cats told me that if he took him, he would surely be put down. He said the ARL run shelter is out of room and they put down more than when the city owned it so there definitely is a need for another shelter!

It's hard to believe anyone believes Pet Store/Puppy Mill dogs are healthier more viable than shelter dogs. I've been a volunteer for 11 years at the ARL and the Coordinator for the Follow-Up Call Program for 5 or 6 years. I also am one of the Cat Behavior Counselors. We speak to "everyone" after the adoption and I guarantee you the animals adopted from our shelter are wonderful companions and people can't thank us enough for making their lives better because of this wonderful additional to their family. It gives people a sense they are making a difference in the only way they know how. Pet Stores only perpetuate the problem of abuse, neglect and horrendous living conditions for these poor puppy mill dogs. Please help us by changing your thoughts and encouraging people to adopt the animals people have discarded like old rags. The vast majority of the animals brought to us are only there because of situations that are out of their control. In other words "Not the Animals Fault". Some people are lazy, non-caring and thoughtless while other people's situation has changed and they can no longer provide a home for the animal. That is where shelters come in to help these poor unfortunates find new loving families. PLEASE PLEASE PLEASE Help!

Some of the most loyal an appreciative pets come from shelters. I am a true believer in rescuing animals. Pet stores are the REAL problem, giving business to puppy mills all over America. That's what needs to be stopped. I hope you can reconsider your decision and refocus your time to stopping puppy mills.

It is disappointing to hear that the City of Urbandale has such an ignorant view of what services animal shelters provide. What studies and research back up the assumption that rescue animals have “mental and emotional” problems? Do you think if that were the case stores such as Petco and Petsmart (both of which partner up with animal shelters to adopt out animals) would take on the liability of doing that?
