Terminate Bill Richards, ACO from his position at the animal control, discharging his firearm in pub

We the undersigned, urge the appropriate authorities as listed in this petition, to terminate Mr. Bill Richards, ACO of Louisa, Lawrence County, Kentucky, and bring him to trial for the shooting death of a mother canine and for the resulting death of her eight puppies.
On July 12, 2011, he has stated he received a call from a concerned citizen in reference to a stray pit bull with no collar in his yard "growling" at his wife. Richards stated he did not respond to that call on that day but went the next day and found a young female pit bull under an abandoned vehicle with eight newborn puppies.  He further states as soon as he stepped out of his vehicle the dog attacked him and attempted to bite him. "I guess I got a little too close at first but I saw that the dog was being held by a 15 foot chain but the chain broke and the dog chased me around my vehicle two times". Accoriding to what he has stated to the complainant's spouse, he tranqulized this canine and was within his rights to shoot her on the spot.He said she attacked him and chased him down the street but she was still on the 15' chain when he shot her with a .22 gauge rifle. He then pulled the stake up where the canine had been chained and took it with him when he put her body in the cage of the vehicle.Mr. Richards took the puppies to the animal control where they were summarily killed.
Mr. Richard's story has many discrepanies in it, and therefore must be investigated by an independent investigational agency.
 Mr. Richards management of this situation shows clearly he is not capable of managing stray animals and therefore has no place in animal control in Louisa, Lawrence County or any other animal control agency.
