The mayor Victor P. Lopez of Orange Cove California is constructing low income housing, a skate park with grants and cutting corners to put money into his and his families pockets.

I worked at the skatepark and saw it first hand. The mayor came to me in December of 2005 and told me that a donation of 1 million dollars was made towards the construction of the BMX bike track and bathrooms for the Dianne Fienstien Park, The bathrooms are not constructed yet and the BMX bike track was constructed this year 2006.

His son Victor P. Lopez Jr. came to me and showed me a hand full of money and told me that he was going to purshase two quads with the money($1800.00) he said. He lives in a two story house out side of Orange Cove which he obtained at the same time the park was being built.

$300 payments to Lopez, circa 1995-2006.
Bill Little "gave a direct order" to the Orange Cove Finance Director; "do not send out 1099-Misc. IRS forms on Lopez" (taxable income from the $300 payments).

Lopez was paid "fees" of;
$12,000 in 2003 ... plus $19,883 in additional travel expense
$17,100 in 2004 ... plus $25,791 in additional travel expense
$10,200 in 2005 ... plus $17,143 in additional travel expense
2006 (Jan-May 2006) in process

That is a minimum of $39,300 of regular income he may, or may not, have declared on his income tax - in those three years.

The period of August 1995 thru December 2002 have similar pay-outs to Lopez.

This should be investigated.
