We very unnecessarily waste millions of barrels of oil every day.  One simple and BENEFICIAL answer would be to build Venturi effect wind tunnels over our existing freeways.  The ramifications are enormous.  Fuel savings naturally top the list.  Think also of the lives and safety enhancements of highways.  The jobs and opportunities.  Imagine putting your vehicle (and millions of others) in a vacuum tube.  Wouldn't you just love for all of those huge diesel drinking monsters to get 25+ MPG as apposed to 4 MPG?  Yes! It will work.  Not for every highway but for 1,000's of miles of highway!
Oh! and let's not forget.  NO MORE ICY SLICK ROADS THAT KILL!
