Unchained in Illinois

The act of keeping a dog permanently chained outside is not pet ownership, it is cruel. Dogs are pack animals that live in groups, or families, if you will. When you get a dog it should be to have it as a part of your family not a yard ornament. Studies have shown that dogs kept chained or tied outside all their lives are more likely to attack their owners or children and less likely to protect your home. Chained dogs are 2.8 times more likely to bite. From 1965 to 2001 25% of fatal attacks were from restrained dogs. Having your dog outside isn't the problem, keeping your dog tied up it's entire life is. Dogs kept outside 24/7 are less likely to be fed properly, have adequate vet care, exercise, and proper housing. Continuous confinement contributes to aggressive behavior.
  In my research I have found that the law was passed by the Senate but has gone stale in the House. Please sign this petition to let the Illinois House know that we have not forgotten about the dogs we see in our neighborhoods that are not being treated or cared for in such a way as a pet should. Several states and communities have passed this law let's be a part of this change. If it is too much work for you to play with, feed, love, pet or walk your dog, you shouldn't have a dog. 

I personally have to see a dog like this everyday and he is getting meaner all the time. Too many of these dogs have to be put down, the worst part is that it could all be avoided if people knew this was not an acceptable way to have a "pet". We the undersigned would like to show our support for the Anti-tethering law S.B. 2580. We would like to see this passed in our state because the animals we want to help can't speak for themselves so we will speak for them. I understand the law has made it to the House but has just stopped there. I am writing you in the hopes that someone will bring it back into action and these people are here to back me with our beliefs of how a pet should be treated.
