Public Health Agency of Canada -Vaccine Safety and Transparency

The goal of this petition is to raise awareness of the growing concern that the public has over the safety of vaccines in the wake of the 2009 H1N1 Pandemic.

In the past year several countries have suspended their H1N1 vaccination efforts due to the increased number of adverse reactions such as siezures, narcolepsy and Guillaine-Barre Syndrome. 

While the Canadian government has put various organizations into action to adress vaccine safety and to surveille adverse reactions, NO information is made to the public on the findings or recommendations of such organizations.

Recently, the Parliamentary Assembly for the Council of Europe (PACE) found that the WHO grossly over-estimated the severity of the H1N1 virus and exposed how the WHO demonstrated a conflict of interest in having 5 members of it's advisory committe who had ties to pharmaceutical companies.  The PACE report sets out clear guidelines for European nations as well as other countries to follow regarding transparency and good governance. 

Currently the PCIRN (the Influenza Research Network) is set to the task of adressing vaccine safety, and the effectiveness of the pandemic vaccine.  This is a step in the right direction, but does little to maintain confidence in a health system or pandemic plan so greatly damaged by the attitudes and policies set out by the Conservative Government and it's agencies.  As well, the adverse reaction reporting system is neither transparent or accountable to the individuals it claims to serve.  Only members of the PHAC have access to this data.

This petition intends to open the door for policy review and to create a more accountable Health Agency.
Dear Honorable Ministers,

We, the undersigned, do hereby sign this petition for the benefit of all Canadians as we believe in our right to freedom from harm from pharmaceutical products and vaccines.   To date there have been many reports of individuals harmed from vaccines aimed at protecting their health.  These reports do not include the over 24,000 adverse effects reported in the United States from January 1, 2010 to July 31, 2010.  

Our concerns are as follows:

We doubt the safety of vaccines containing ingredients such as thimerosal, squalene, polysorbate 80, d-alpha-tocopherol, aluminum and formaldehyde (to name a few).

We have called into question the recent H1N1 pandemic which was declared by the World Health Organization (WHO) and which has recently been criticized by the Council of Europe's Parliamentary Assembly (PACE). 
We believe that the Canadian Government relied on the WHO for it's guidance, but believe that the WHO propagated (along with the media) an atmosphere of un-necessary panic.
 PACE  has issued it's report and recommendations regarding the conduct of the world's leading health authority, the WHO.  In the report, the rapporteur calls on international governments to follow Europe's recommendation of enhanced good governance and transparency.  It has accused the WHO of conflict of interest by having members on it's security council who are also ex-or current employees of drug companies.  To this date the vaccine which Glaxo SmithKline manufactured for sale in Canada is now responsible for numerous adverse reactions here at home and continues to wreak havoc in other countries like Australia. 

It is our understanding that Health Canada will be re-negotiating it's contract with GSK.  It is also our understanding, that despite a lack of data, the H1N1 vaccine will be produced as part of the seasonal influenza vaccine.
There exists to date, a mountain of evidence to support the claim that adjuvants and other chemicals in vaccines produce harmful side effects like Guillain-Barre Syndrome, peripheral neuropathy, rheumatoid arthritis, anaphylactic shock, among others.  

We are concerned that the formulation of this H1N1 vaccine was deemed to be safe based on clinical trials involving H5N1 vaccine, and at the time of mass vaccination no safety data for the H1N1 vaccine was available.
We are concerned that the Prime Minister made no "show of support" for Canadians during a difficult and frightning time and failed to provide true leadership to his citizens.We are equally concerned about the lack of accountability to the Canadian public and that an official public review of the H1N1 pandemic has not been issued.
We, the undersigned, are no longer prepared to take things at face value and place blind trust in our Health Agency without some demonstration of responsibility to the public.

We respectfully ask the following be undertaken:
1.  All adverse reaction data regarding all vaccinations (similar to the VAERS - Vaccine Adverse Events Reporting System) be made available on the MedEffect Canada (http://www.hc-sc.gc.ca/dhp-mps/medeff/vigilance-eng.php) or PHAC websites.

2.  The Honorable Health Ministers announce the formation of an independant review panel comprised of  neurologists, immunologists, nurses, physicians and the general public to review the pandemic, the procurement of vaccine through specific contracts, the safety standards of the laboratory in Quebec.

3. The PCIRN to make public it's findings regarding the safety trials currently underway and to adress the specific concerns regarding the use of excipients and adjuvants in vaccines.

4.  The Public Health Agency of Canada to publically recognize the PACE recommendations regarding good governance and transparency and to begin a process of implementing the recommendations as part of it's health care delivery policy.

5. To re-instate an Ombudsman (to be voted in by the independant review panel) who will be an avocate for the public's concerns.

We trust that you have the public's best interests in mind and that you will endeavor to take these signatures as a sign of our trust in your capacity to build a stronger relationship between the government and the people it serves.
