We call on the Regional Council to reinvest the savings from the uploading of social assistance benefits to fund poverty reduction initiatives in Waterloo Region.

3) Recommitting to the Provincial Poverty Reduction Strategy

We call upon the Provincial Government and all parties in the provincial legislature to reaffirm their commitment to the Poverty Reduction Act, which was passed unanimously by the Provincial Legislature on May 6, 2009 and to extend this commitment to eliminating poverty for everyone, including single adults.

4) The Need for a National Strategy to Eradicate Poverty

We call upon the federal Government to develop a strategy to eradicate poverty in Canada.

Poverty Free Waterloo Region is a loose network of community groups interested in eliminating poverty in our community. It was founded by five organizations: Interfaith Social Assistance Reform Coalition, Mennonite Central Committee of Ontario, Opportunities Waterloo Region, the Social Planning Council of Cambridge and North Dumfries, and the Social Planing Council of Kitchener-Waterloo.

1) A Strategic Plan for a Poverty Free Waterloo Region

In September 2010, the Region of Waterloo issued Building Resilient Communities: Understanding the Role of the Regional Municipality of Waterloo in Poverty Reduction , which call for:

"The development of a coordinated, collaborative and integrated strategic plan for poverty reduction across the region and in partnership with citizens, clients, non-profit sector agencies, for profit sector businesses and other levels of government."

We endorse the Region of Waterloo%u2019s initiative to create a strategic plan for a Poverty Free Waterloo Region.

2) Reinvesting the Savings for a Poverty Free Waterloo Region

In 2008, Ontario's Provincial and Municipal Governments laid out a plan to take responsibility for (i.e. upload) the costs of provincial programs for which municipalities have had to pay.

According to the Provincial-Municipal Fiscal and Service Delivery Review the savings for all municipalities across Ontario for the upload of Ontario Works benefits alone will be more than $400 million annually by 2018.%u201D Waterloo Region must decide how it will re-invest its share of those annual savings in addition to the nearly $10 million in annual savings to Waterloo Region when ODSP benefit payments are fully uploaded by the province in 2011.

The Region of Waterloo has endorsed the Dignity for All Campaign calling for a federal plan for poverty elimination that complements provincial and territorial plans.

We call upon the federal Government to develop a strategy to eradicate poverty in Canada.
