please help make spay/neuter laws enforced more

please sign this petition to help stop the overpopulation of companion animals(meaning u need to be a certifed breeder in order to let your cat or dog have litters of babies)everyday thousands of dogs and cats die in shelters everyday because their are not enough homes for them...yet people do not fix their animals.in our town their is a law to spay/neuter but its not enforced..we need an animal control officer in every town whose job is to check outt homes who have companion animals and make sure their fixed...please help these animals
