Since October 2008, Mr. Philippe Bogaert, a Belgian citizen, is residing in Qatar against his will.  Earlier in 2008, Mr. Bogaert accepted the function of Managing Director of Dialogic Qatar, a subsidiary of the Belgian company Dialogic SA.  Due to financial problems that pre-existed before Mr. Bogaerts appointment, Dialogic Qatar management decided to file for bankruptcy.  Dialogics local sponsor, Mr. Farukh Mohammad U.K. Azad, wanted the company to be represented during the liquidation procedure. By filing a lawsuit against Mr Bogaert, he was not forced to sign his exit visa, thus preventing him from returning to Belgium.

Your Excellency,

May I request Your attention for a matter of grave concern to myself and to many citizens of Belgium?

I have full confidence in the procedures followed by the Qatari judicial system.  However, I would like to ask Your attention for the humanitarian aspects of Mr. Bogaerts situation.  Mr. Bogaert is married and a father of two children of 9 and 7 years old.  He hasn't had any personal contact with his family since last year.  Mr. Bogaert is suffering psychologically from the separation from his family, and his children are in desperate need of their father. 

For these reasons I would like to request You to use Your influence to achieve the reunion of Mr. Bogaert and his family as quickly as possible.  I would very much appreciate it if You could inform me whether any alternative possibilities exist to obtain an exit visa for Mr Bogaert on a short term, or to speed up the proceedings of the lawsuit filed against him.

It's unacceptable that someone who did not commit a crime is robbed of his freedom and is not allowed to return home to his wife and children. Being a manager, director or vice president does not mean that you shoud be held resposible for your predecessors mistakes and deeds. Please let Phillipe return to his family.

Holding Mr. Bogaerts in Qatar is not doing any good to anyone except probably to satisfy Mr. Azad's vengeance.This case is an embarrasment to Qatar and its otherwise generally beautiful people as it reflects poorly on their democratic system and inefficient admin and justice systems

This is utterly unacceptable. As someone that travels abroad for business, I know firsthand the sacrifices one has to make to be away from family and home. To be detained like this, and for the world to be so helpless, is a shame. I urge the Qatari government to do the right thing by this man, and by their country. A gesture here will go a long way in redeeming the middle-east's reputation in the West.
