Stop Illegal Pet Sales In The City Of Riverside

It is against California State Law to sell or give away an animal in any public area.  Citibank, 3580 Tyler, Riverside, CA has become a major location for the illegal sale of pets on Citibank property, on weekends, when the bank is closed.  Some of these animals are sick and have no shots.  They have no spay/neuter requirements and will only add to the already serious pet overpopulation problem in the Riverside area. Requests to Citibank have yielded no results and repeated requests to Riverside Animal Control and the Riverside Police Department for enforcement have generated little response.  Although this petition addresses a local issue, it is symptomatic of a much larger problem across the United States.  Mill Creek Rescue has begun a multifaceted campaign to resolve this issue. This petition requests a resolution to the Citibank problem on or before 8/31/08 as well as increased enforcement by Animal Control and the Police Department at other offending locations in the City of Riverside.  When complete, these signatures will be forwarded to Citibank, Riverside Animal Control, the Riverside Police Department and the Mayor's Office.

We the undersigned are requesting the enforcement of California State Law in ending the illegal pet sales at Citibank, 3580 Tyler, Riverside, California.  We are also requesting increased surveillance and enforcement of this code in other locations within the City of Riverside in an attempt to put an end to the rampant sales of pets as well as the distribution of free pets in public areas.  We feel that the lack of enforcement of this Code adds to the increased pet overpopulation problem, promotes increased breeding for greed, encourages irresponsible pet owners to continue having unwanted litters because they are more easily disposable, and endangers the health and well-being of these pets as well as that of the general public.  We additionally feel that this lack of enforcement shows disregard for exisitng law as well for the needs and well-being of the animals in our care.

It is a good idea to take action on thius issue, becuase we can't ever know where the animals come from, and what their conditions are, besides, we could be supporting a puppy mill breeder. For those who see this and do not know what a puppy mill is here is the shortest accurate definition I happen to have: A puppy mill is the confinment of overcrowded cages piled on each other, where the parent dogs are kept in very deplorable, and filthy conditions, usually caged for the rest of their lives until they are no longer able to be bred. Since euthanasia is an expensive practice to put them down, they starve them to death, shoot them, or introduce them in gas chambers, where the dogs can reach 15 minutes to die. The puppies are often separated from the mothers when they are as young as 3 weeks old, when the minimum age to separate them is 6-8 weeks old, otherwise they'll face health problems for the lack of mom's milk, besides, the puppies are cute, but the majority of the time not a pure breed. These breeders are the major suppliers of puppies for pet stores, that's why a person that plans to acquire a dog, should go to a shelterand adopt, which is better by not having to pay for a pure breed, giving a good home to the dog, and not supporting the dirty acts of cruelty practiced by puppy mill breeders, which could be these people selling the animals on the street. Please adopt instead of buying, and ban the sells of animals on the street.

It sickens me that people are allowing their pets to breed by not spaying or neutering them, causing a huge chain reaction of homeless pets. I also think that paying for a pet created this way, rather than saving a wonderful homeless animal, is ridiculous.

There are enough unwanted animals in Riverside County as illustrated by the overcrowded shelters and rescues. Shedding light on the illegal selling of animals of uncertain health is a good step in slowing the growth of the population. If nobody buys them, then maybe the idiots would stop breeding them!

I have been appalled when I see these people selling puppies in the back of station wagon, car trunk & in bicyle basket. I am so glad that you are taking a stand & want it outlawed, I'm behind you 100%.
