END THE CAT OVERPOPULATION CRISIS IN THE CITY OF WINNIPEG

WHEREAS  The City of Winnipeg has a cat over-population crisis which is growing in severity year by year.
WHEREAS  There are an estimated 50,000 to 100,000 free roaming cats in Winnipeg who suffer due to starvation, freezing temperatures, disease, abuse, animal attacks, vehicle collisions etc. 
and along with their offspring are dying in the thousands every year.
WHEREAS  2,000 to 2,500 cats and kittens have their lives ended at the  Winnipeg Humane Society each year.
In December 2011, it was reported  that the WHS ended the lives of 22% more cats than the previous year. 

We respectfully petition and request that the City of Winnipeg’s Standing Policy Committee on Protection and Community Services adopt and implement an easily accessible, open and accountable, self-funding, no cost or low cost spay and neuter program aimed at ending Winnipeg’s severe cat overpopulation crisis.
  We petition and request that such a program be based on one of the proven successful solutions,
such as the model implemented by the City of Calgary’s Animal and By-law Services where funds from cat licenses go directly back into the program for no cost, low and middle income spay and neutering,
OR
the Humane Alliance model adopted by Ontario’s SPCA which is a high volume, low cost spay and neuter program.
Such a model should also allocate funds for a trap/neuter/release program for feral cats.
