Bring back Dog License but for ALL PETS!!

We hope to get 5000 signitures to send to downing street to bring back the original UK dog license. It must be made so we have to have a paid for yearly license to keep any and every pet possible. Then you should have to pay for a license and chipping and must go onto a list of ownership so animal and pet abuse can and will be stopped!
We the undersigned strongly wish for the UK dog license to be brought back to the UK but to be defined for ALL pets, we would wish for the license to be a payable yearly fee with rules and regulations for chipping and registering all animals there owners,there for if animals are lost they can quickly be returned and animal abuse can be rectified.
