Texas – Implement & Enforce Animal Cruelty Registry to Protect Animals Statewide

Texas has animal cruelty laws implemented statewide known as civil or criminal laws.  Read more at http://www.spca.org/law & http://pawsitivelytexas.com/animal-abuser-registry-the-time-is-now/ which explains the differences with these types of laws and how animals are protected throughout the state from animal cruelty and abuse. 

It appears some differences in these laws depends on whether an animal that is harmed or killed is a domestic pet, livestock or one considered a wild animal.  The laws do not seem to be strict enough where often times a person who commits a crime against an animal is not even prosecuted under Texas criminal law.  The hope is to encourage the state to implement and strictly enforce an animal cruelty registry that would require anyone who harms an animal in any way to be listed.

A proposed animal cruelty database would be similar in stature to that of databases for sex offenders and child abusers with the same serious implications. Anyone guilty of any sort of animal cruelty, abuse and/or neglect would be required to be listed on the registry, remaining there for a lifetime.  The database would need to be updated on a regular basis. The guilty persons on the registry must be banned from ever working with, caring for or owning any animals for the rest of their lives to ensure the protection of animals.  Additionally, this database needs to be shared with and easily available for shelters, breeders, pet stores and others in the pet industry nationwide.  This is the only method and tool that would be effective in protecting defenseless animals who cannot speak out or protect themselves.

My effort in this petition is to encourage Texas State Legislators to effectively and immediately engage in an animal cruelty database for the safety and well-being of all animals in the state and eventually nationwide.  You can help with this issue by signing and sharing this petition, adding your own ideas, thoughts and comments.
