SPAY AND NEUTER

Too many pet owners have pets that are not fixed, resulting in puppies and kittens ending up in shelters and being dumped and homeless .Please make it a law just like licensing, to spay and neuter, or a very stiff fine. A law has to be put in place to stop the overpopulation and endless slaughter of millions a year. This law will create revenue for each state and protect the health and welfares of the animals. Please get on board and make this law happen.
