The 5th Feb 2009, I was callled at 6am, they told me that sombody poured fuel over a dog and burnt him all over, I rushed to the place to help him and rescue him, but couldn't find him, returned to Animal Help after presenting the denounce at the police station,  at 10am I was called by his owner, telling me that he had appeared, that he was hiding in the backyard or a neighbour, so I went again there and brought him to Animal Help, he was assisted immediately, we put propoleo gel all over his body, and seemed not to be suffering, he even drank water, ate, lived for 2 days, at 9pm that night, I padded him, he even kissed my hands and spread propoleo gently over his body, when he walked to his bed, I went to sleep, I woke up at 3 am, went to see him, and he was already dead in the same positiion I saw him last. He seemed to be more civilized than a human being, in an extreme peace.  
I started a petition, asked for a severe animal protection law, and soon after that, I was told that a new law was about to be approved. I phonned the parliament and asked them to send me the law. This hurt me so so much, a new law was about to be approved and almost everything it stated was use and abuse of animals,: experimentation, rituals with animals, shooting against animals that are considered plague, zoos and circuses with animals, rescued horses from mistreatment, can be sold to slaughterhouses to achieve money, just a few articles would help them. 

So, after 19 years of giving my life to animal rights and welfare, 365 days without a stop, I knew things would go worse, so the 6th Nov’13 I had a meeting to present my renewed LAW 5657 to the Parliament. I started this international petition. So that the renewed law 5657 may be approved. In March 2009 law 18.471 (Animal Welfare Law – which doesn’t protect animals at all) was approved. Since then we couldn’t stop trying  to make people read and realize the truth about that new terrible law. We modified Law 5657 to count on a just and actual legal tool, to save animals from mistreatment. It is called "Animal Preotection Law". After it’s approval, we will be in the capacity to save all animals from mistreatment, animals will then be considered beings or "Subjects with Right", at the moment animals are considered as things so they are abused worse than an object, we have animal slavery in Uruguay. It is a common sight seeing heavy carts pulled by horses in town, they are hit and hurt all the time, or crashed by busses or faint or die while pulling heavy carts while hurt or hit. On the last article, the person who mistreats an animal will be heavily fined and if he can't pay he will go to jail. The money will go to the humane organization who receives the mistreated animal for their maintenance. Help us through your signature please!!!

 I must explain the reasons for which we do not approve the actual law,  because it legalizes:

1. Experimentation on animals.

2. Sacrificial rituals with animals (they are tortured, they cut their throats and they die asphyxiated on their own blood while they continue being tortured as if they were objecs without any rights).

3. Everything which will help humans to profit from animals is authorized: savagery in spectacles, zoos and circuses with animal.

4. Shooting against animals as a target.

5. Use of poisons.

6. Massive cruel slaughter of animals in case of dangerous deseases, intead of medication to cure them.

 7. - Hunting.

8. - It prohibits bullfights if they are killed, in other words, if the bull isn%u2019t killed, they can torture him, at least at the moment we don%u2019t have bullfighting.

9. - The  Wellfare Commission can go into private property. This Commission is integrated by 10 members and only one represents non profit humane orgs.

10. Should we save a mistreated horse if when rescued this Commission may sell him to a slaughter houses? because they will generate economical income through dog tax and by abused and mistreated animals that are subnsecuently sold to slughter houses and dogs may go to experimentation places.

AT THE MOMENT WE ARE GATHERING SIGNATURES FOR THE URGENT APPROVAL TO THE MODIFIED LAW 5657, SINCE:

1.- It changes animals from objects to subjects with rights.

2.- It will be applied to all  animals against  mistreatment.

3.- It punishes the aggressor  with a huge fine or taking the abused animal away from him.

4.- It is a very brief law but of much more ample concept that the present law, making it a lawful and fair law towards animals.

We are deeply thankful for your support for the proposal of law 5657 with modifications so as to be approved at the soonest possible.

Law 5657 when approved its update, will no longer be called as Prohibited Games but of Animal Protection Law. The modifications to this law are much more fair that the actual one. Animals will be considered as subjets with rights. Most citizens are fed up with animal abuse in Uruguay and see these cruel acts as an intolerable reality.

                                   ANIMAL PROTECTION LAW 5657

Bullfighting; dove shooting;rat pick, shooting agains animals as a target,  mistreatment or cruelty, abandonment of animals, irresponsible possession, etc. Is forbidden.

The Senate and House of Representatives in Uruguay, reunited in General Assembly, decrees:

Article 1.-It is forbidden in Uruguay: bullfighting; dove shooting; rat pick, shooting agains animals as a target,  mistreatment or cruelty, abandonment of animals, irresponsible possession, etc,  whatever its form or denomination, and all other games, entertainment, attitude or activity in public places as in private property that can constitute a cause of mistreatment and cruelty towards man or animals.

2.-Promoters or proprietors of the premises for spectacles, or activities which are mentioned about in the previous article, will incur in a fine of 100 to 500Urs.

3.- The nature of the preceding article is notwithstanding to the faculty of the police authority, to stop all action or spectacle prohibited by this law and all act of cruelty or mistreatment towards an animal, considering animals since this law,  as subjects with right.

4.- The judgment and punishment of the crime or infraction which this law talks about, corresponds to the Penalty Judge of the respective sections, will  sanction or confiscation of the mistreated animal, giving them to the Judicial Deposit, to the different animal defense organizations, or to individuals who will adopt the animal, always under the supervision of the animal defense organisations, punishing the aggressor according to the degree of mistreatment with the fine in Urs or the equivalent of jail time.

5.-The result of the fines of which Art 2, states, will be destined to the maintenance and attendance of the confiscated animal under the custody of the Organizations or the Judicial Deposit and to the Animal Protection Police Guard  for its control.

6.- Communicate, etc.

En casos de malos tratos contra animales, presentamos denuncias escritas en Seccionales de zona para salvar al animal agredido en base a la Ley 5657 de 1918, actualmente con la aprobacio de la ley 18.471 de Tenencia Responsable de Animales, usamos algunos articulos para defenderlos, pero son mas los perjuicios y abusos contra los animales que autoriza que su respeto, es por ello que hicimos modificaciones a la ley 5657 y estamos juntando firmas para su aprobacion, en ella pasamos al animal de objeto a Sujeto de derecho, siendo sus tenedores los responsables de los mismos.


Antes que nada debo explicar porque no aprobamos la ley actual, porque legaliza:

1.- Experimentacion con animales.
2.- Ritos con animales (son torturados, les cortan la garganta y se mueren asfixiados en su propia sangre mientras siguen siendo torturados como si fueran cosas).
3.- Todo lo que le sirve al bolsillo humano de utilizacion de animales esta previsto: salvajismo en espectaculos con animales, zoologicos y circos con animales.
4.- Tiro al blanco contra animales.
5.- Puesta de venenos.
6.- Rifle sanitario, ante cualquier enfermedad que sea considerada zoonosis.
7.- Autorizacion de caceria.
8.- Prohibe las corridas de toros si se mata al animal, vale decir que si no lo matan lo pueden torturar.
9.-   Autoriza la invasion a propiedad privada por parte de la comision.
10.- Salvar a un caballo, para que lo vendan al matadero? Porque la comision generara recursos a traves de la patente de perro y el remate de decomisos.

Es una ley muy breve pero de concepto mucho mas amplio que la actual ley, haciendola una ley de avanzada y justa para los animales.
