Make dumpster diving legal ( recycling)

Millions of things that are reusable get thrown away every year . People who can use those items go into dumpsters and try to salvage products. I would like to make it legal to dumpster dive in Massachusetts as long as the dumpster and everything around it , is left in its original condition.
