In Howard County last year, 200 outside, feral cats were trapped and killed. These cats were not sick or injured. They posed no threat to humans or other animals. They were simply outside in violation of the county’s Animal Control Ordinance. For unowned feral cats, violating that ordinance usually carries a death sentence.
Howard County’s Animal Control policies and procedures need immediate reform. At the very least, they must exempt feral, outdoor cats from the County leash law and abolish trap/kill as a response to “nuisance” complaints.
By amending the Animal Control Ordinance, the county will bring an end to the outdated and cruel policies that result in the needless deaths of hundreds of cats each year.
