On July 18, 2014, Addie, a sweet dog rescued four years ago from the Sullivan County Animal Shelter, was a victim of sexual abuse that left her with a 50/50 chance of survival and required surgery at the University of Tennessee in Knoxville. The Washington County Office of the Sheriff was instrumental in investigating this case and apprehending James Michael Foran, the registered sex offender that raped Addie.

On July 18, 2014, a rescue dog in Bristol, VA, was raped by a handyman, James Michael Foran, employed by her owners. I would like to recognize your department for seeing the importance of this case and staying the course until the State Crime Lab was finally able to process the evidence. Detective Jason Sexton is especially a hero for his excellent and dedicated work bringing Foran to live behind bars in the Abingdon Regional Jail; he has not only fought hard to get justice for Addie, he has saved countless children and innocent animals from a similar fate.


It doesn’t take an animal lover to recognize that a person so sick he desires another species or a child for sexual pleasure is a misfit in our society; James Foran is an abuser of convenience who will target any easy victim, whether animal or infant. Thank you for removing him from our streets.
