The issue is crime and the solution is crime prevention. Neighborhood Watch calls for the City of Philadelphia to fund personal home surveillance systems accompanied by neighborhood watch signs to volunteer homeowners, in order to prevent someone believing its possible to commit crimes without being caught.
I'd like to introduce you to a vision I have called Neighborhood Watch. I want the City of Philadelphia to be leaders of crime prevention here in the United States. Demonstrating where a large city can police itself by helping our officers and neighbors protect our streets. Where we have people who not only ask our city officials, what can they do for us, but what can we do to help our City. I've always been taught if you arent part of the solution, more then likely, you are part of the problem. Let us give more people the opportunity to be a part of the solution. Neighborhood Watch will not only empower our people but relieve our city of unnecessary responsibility and unnecessary spending of our tax dollars. All while bringing us together as we work on one mission, Stopping crime here in Philadelphia.
Now Neighborhood Watch correlates with another project already established here in Philadelphia called the Video Surveillance Service or "VSS" It is my hope that the Neighborhood Watch concept will help our city improve the VSS and aim for crime prevention as hopefully the empowerment of our communities will be a deterrent to criminals.
