Help these abused dogs win their freedom!!!

My mother has been feeding her neighbors two dogs named Bonham and Lady for over four months now, they are like family to us, we love them very much! Her neighbor had left them on his property so emaciated that their skin just hung off of them. They had been standing in their own waste so long that their feet were PURPLE and BLISTERED!!! My mother nursed them back to health during those four months and before he came and chained them up again we found out Lady is pregnant. He has beaten them and starved them!! there are also horses and a donkey there that need to be put to sleep they are in such bad shape!! She called animal control of Caldwell county KY and was not given any help. She was told it was the Sheriffs Departments job..They said it was animal controls job.. I say it's our job to protect those who cannot protect themselves!!! Please help me fight this injustice and bring them home!!!
