Also, if this ban goes through, many local shops that have opened within the past couple years as well as shops that have invested in the emergent scooter trend will take a very hard hit within this already hard economy.

Motorcycles are more fuel efficient than cars (including Hybrids!) they create less traffic and usually the people driving them are better, more alert drivers. All states including MA should encourage motorcyclists to ride not drive to work.

I own and ride a motorcycle and have two choices for parking in Boston - park illegally or don't bring my bike into Boston.
In this day & age, this is absurd. You can easily park 8 bikes in one car spot. Garages won't accept bikes, apparently because of something that occurred 40 years ago!

I would happily pay for a permit, especially if it were good for the state not just the city of Boston. I am concerned, however, about the need for something to lock scooters to if we ultimately end up with an on-street parking solution. It is too easy to pick them up and move, or steal them. On the sidewalks we can at least lock to posts for bicycles to lock to.
Where sidewalk parking is allowed for scooters I'd like to see the rules modified to be based on physical size rather than engine displacement or top speed. There are many scooters that take up just as little space as their 50cc cousins but are prevented from using sidewalk parking because of engine displacement or top speed.

For a city which is already known for parking issues and WANTS to be known as being green - this new law is beyond ridiculous and does not solve any of the issues it proposes to. Nor does it include bicyclists for whom most of the accidents caused by this community even go unreported so the statistics aren't even close to accurate. I stop at traffic lights and follow road signs and do not "travel" on sidewalks however I cannot say the same about a bicycle! This law discriminates for the sole purpose of raising revenue through the wasteful paper ticketing process!

Scooters can be picked up and thrown in the back of a pick up truck. Laws cannot force riders of scooters to park anywhere that a scooter cannot be secured, nor discourage scooter riding by making parking inconvenient.

I've driven scooters for three years in this fine city, and have been harrassed quite a bit, but lately there hasn't been much activity besides continued theft of scooters. Those of us riding scooters and bicycles and using Zip cars for bigger trips are adding to the environmental cause, and decreasing the congesting of traffic and the millions of people in cars clogging up the roads and killing the air. If you make it MORE difficult to park, to recover stolen vehicles, to get quality insurance and to feel side while we're riding or driving, plus make it difficult to register vehicles properly without ridiculous restrictions that just make it harder to do the green things, you are cutting off your nose to spite your face. The Commonwealth is a leader in a multitude of social issues and we should catch up with other places sooner rather than later.

1) It was hidden from us since January.
2) RMV doesn't know about it
3) Cities and Towns don't know aobut it
4) To stop scooters running red lights is not a valid concern, bicycles run red lights all the time, though that is illegal as well. Bicycle owners are not being forced to pay for insurance, registration, and yearly inspections.
5) This law is stifling alternative modes of transportation. These class of scooters get over 70 miles per gallon on average.
This law unfairly targets 50cc and smaller scooter owners, specifically. There are no public safety issues being solved by this.
