making animal abuse a felony

 there are few words necessary to talk about the seriousness of animal cruelty.There is so much awareness in the general pblic but the consequences currently do not seem to deter the occurence in our country.I feel strongly that the penalty should fit the crime.Let's make animal cruelty or abuse a felony in every state.
