If the animals can't talk, let's help them. I opened this petition, thinking that abandonment should be punish! How can we reduce the dropout rate? The obligatory registration of each animal,pure breed or not! Each animal to have a file in which to declare the age, sex, neutered or not, breed ,in file must be a picture of the dog and owner, name, address and telephone number of the owner.People should sign because they need to see and learn that animals need respect! Once you've bought / adopted a pet you have to take responsibility for it! You may not like him today and throw it in the trash tomorrow as an object! Animals are not some object or toy! When you decide to you buy / adopt an animal,is just like you decide to have a baby! You can't abandon your child just because he don't listen! Once you have got a pet you must assume all responsabilitatitle for him! And if you don't want that pet anymore becase :"husband is allergic" / "children do not get along with the dog," you MUST find another master, do not throw in the street, do not go to the shelter,and leave him there, because in both cases is possible that he die! It's simple....YOU DON'T WANT HIM ANYMORE,THEN FIND HIM A NEW MASTER
