My Name Is Philip A. Vilardi, My wife is Kristen Lee Campbell. She is a Canadian Citizen, born and raised in Hamilton, Ontario Canada. I am a U.S. Citizen. I was born at the US Army Hospital at Smith Barracks in Germany while my father served in the US Army. I myself am a US AIR FORCE veteran. I was honorably discharged with the rank of Sergeant. A member of my family has served in every war and conflict since and including WWII. We currently serve our community through the rescues we support and foster for and I, as a member of the staff here in The City of Beaumont’s Building codes division in southeast Texas.
My wife and I met through a common interest in animal rescue. She was involved in the placement of pets lost during Hurricane Katrina. The SPCA shelter in Canada she volunteered at took in a few hundred Dogs and placed them in good homes. We frequented a lot of the same animal rescue message boards and eventually struck up conversations with each other via email and instant messenger. We finally met face to face on August 26th 2009. I flew up to meet her in Canada. After that we maintained a long distance relationship for two and a half years. About every six weeks I would take a long weekend and go up to be with her. In March of 2011 we rented an RV and took a week trip exploring a few states on the way here to Texas where I was working. The plan was to see if she could survive a Texas summer, I figured if she could handle that she was a keeper. By June of 2011 I was more than sure that she was the one and I asked her to marry me. We were married August 26th 2011 at the Elegante` hotel’s the veranda room here in Beaumont, Texas. Her mother flew in from Canada and my mother from Arizona, We were married in front of family and friends and life was looking pretty good. At this point she was in the United States about 5 months. Her father did not travel here for the wedding some time later we found out he had cancer. He seemed to be doing ok and we were struggling to start out so we couldn’t travel back right away. We found out that her father’s cancer was getting worse so we went to visit in October of 2012. The plan was to stay for a week on this visit then go back to Canada for 2 weeks around Christmas. On our way back to the United States we were stopped at the border crossing at the peace bridge by U.S. customs and border patrol and my wife was turned back. I had to continue on back home without her to work, take care of our dogs  senior and special needs dogs. Dogs that had no chance at life until her. Dogs that now are suffering because she's not here to properly care for them andI try to file paperwork to get her back. That was over 4 months ago. During the past 4 months she watched her father whither and finally pass away. She is staying with her mother and I can’t be there to console her. She cries herself to sleep every night, is in severe pain in her hands from an injury that is made worse by the cold and her back which she was about to receive treatment for here in Texas has gotten worse. I have filed both a I-130 and a I-129F (for her K-3 visa) when both were received I received an email from USCIS stating in 7 to 10 days I would receive a for I-797, that has never happened. I was told when I called in that it was mailed and it’s up to the US postal service now. I have been told by USCIS to try the state department, the consulate, to wait, we’re busy, basically I’ve been shuffled off and told they can’t give me a date my wife can come home. She is extremely depressed over this and the death of her father. Her life is here with me and we are not able to be together. USCIS customer service has provided no customer service at all in my opinion. To make matters worse, no one else in the government seems to want to help (Ronald Reagan was right “government is not the solution to our problems, the government is the problem”) . I have written senators and congressmen, but I’m sure they have never seen anything I have written because I have never got past their staff. The funny thing is if she were here illegally she would be able to stay till the process was completed. On 2/22/13 I went down to the immigration office in Houston to try to get some answers. They told me that our file had been sent to the local office there. It had just arrived and was assigned to an agent. This is not the normal procedure. They admitted to me that they are doing this because they are so busy due to the president’s executive order DACA. Or Dream act. Where illegals can get a work permit while they are being evaluated for permanent residency. My wife and I have been separated for over 4 months now. Illegals get to stay here and my wife would be considered a criminal if she tries to cross legally at the border and can be banned from entry for up to ten years….this is not right or fair or just. Kristen is not ever going to be a burden on society; she has a permanent income and could easily support herself here. My wife originally entered the country legally and we are being punished while millions clog the system that are illegal and they get to stay here. I am asking for your help now. Please write to your Senators congressman or forward this to anyone you know that might be able to help.
