Do not Approve The Chinese Government's Application for this...

Subject: Attention: Martina H Varnado, Director, Office of the Executive Secretariat;  Importing dog meat from China
To: martina.varnado@fda.hhs.gov

I understand that the Chinese government has an application to import dog meat into the United States 'for their own consumption'.

Would you please verify if this is correct, and if so, what is the status now and when is the deadline?

Thank-you,

The Chinese government are asking that dogs who have been slaughtered in China be imported to the United States for the consumption of Chinese people living here. That's a pretty stupid statement since if it is imported to the U.S., obviously anyone 'could' buy it.
The way we slaughter food animals is nothing to be proud of and many of us are working hard to change our own system.  However, in China, whatever animal they eat which includes dogs, cats and rabbits are killed, or rather tortured in the most barbaric ways - skinning them alive, hanging them so they die a slow painful death. Their archaic customs dictate that suffering and torture somehow makes the meat more tender.
The closest we come to this kind of cruelty is how veal is raised, and then there's gestation crates where change I understand is imminent, not to mention slaughter houses.
Products from China have killed our dogs and cats which to us represent loving companions.  Dogs are also used in the military, police, to aid the blind and are known for their wonderful therapeutic healing abilities. Cats are used in therapy as well.  In fact, cats, dogs and horses too are used in therapy for children when all else has failed.
Toys from China have endangered our children! 'Made in China' cannot be trusted, and 'Slaughtered in China' is repugnant.
I am Canadian and I say absolutely NO to anything that comes close to betraying our wonderful relationship with dogs. In our culture we have a long history of loving companions with dogs.  Let's demand respect for this and leave them to their own sickening cultural practices.
"China Keep Out!"

Dear Mr. Ziobro,

You should be aware of this as well.  It hardly bodes well for the Chinese government or us that they be granted permission for any reason to import dog meat into the United States.  I feel that this would be an irresponsible decision based on China's past and present performance.

Dear Ms. Andrews:

Under the Food, Drug, and Cosmetic Act (FD&C Act) as amended, dog meat may be considered food if that is the intended use (Sec. 201(f)). If dog meat is offered for human food, it is subject to the provisions of the FD&C Act which require that food must be prepared from sound, wholesome raw materials, and must be prepared, packed and held at all times under sanitary conditions. If offered for sale as a consumer commodity, the food is subject to the requirements of the Fair Packaging and Labeling Act (FPLA). The dogs must be raised specifically for human food following current good manufacturing practices (cGMPs). The animals cannot be strays or collected from animal pounds due to the potential of carrying diseases. The animals must be euthanized humanely and the abattoir must also follow cGMPS. The FDA would handle dog meat in the same manner as game meat and the District should notify the State involved to determine if there are State restrictions that would prohibit the sale of dog meat for human food. If the State restricts the sale of dog meat for human food, the District should work with the State to ensure compliance with State regulations. ###  If the Government of the People’s Republic of China intends to import dog meat ‘for their own consumption’ and it is imported in a diplomatic pouch, then the FDA would not interfere with such. George C.
