A National Animal Cruelty Registry needs to be created to keep animal abusers from ever owning another animal no matter where they move. Dog breeding is out of control and there are too many puppies being used as bait dogs or just being dumped. Shelters and City pounds are bursting at the seams. Some are even taking in over 100 dogs a day! These people need to be held accountable. Stricter laws and penalties are desperately needed. Poor healthy, sweet, loving animals are being euthanized simply because there is no room with Animal Control Services. Punish the people not the animal. They suffer because of what people have made them into or done to them. Rescues as well are running out of room and fosters families are full or in short supply. We need a change NOW!
