A Call for an Independent Judicial Inquiry on Salmon Crisis

This year 9 million sockeye disappeared from BC's Fraser River.  We are concerned that lack of action could result in the collapse of this west coast fishery, just as the east coast fishery collapsed in the 1990s.  We need to determine the cause of this collapse and to take action now.  
We are calling for an independent inquiry to investigate all the information available in order to determine if the Department of Fisheries and Oceans is effectively fulfilling its responsibility to manage these stocks.  Given the urgency of this matter, a commission should be formed to produce a binding report on how to proceed within 6 months.

We, the undersigned citizens of Canada, draw the attention of the House of Commons to the following: 

WHEREAS, nine million sockeye salmon have disappeared during this summer's migration to the Fraser River, the lowest return in 50 years; 

WHEREAS, this crisis, similar in magnitude to the collapse of the Atlantic Cod stocks which devastated the East Coast, is dramatically affecting the way of life and the livelihoods of the West coast communities, first nations, recreational fishing, commercial fisheries and businesses; 

WHEREAS, it was determined that a factor in the Atlantic cod collapse was government suppression of the scientific facts (Hutchings et al 1997); 

WHEREAS the resulting closure of public fisheries, and the loss of millions of dollars and hundreds of jobs in the commercial fishing industry is negatively impacting the B.C. economy, with hardships and layoffs for many people directly and indirectly associated with wild salmon fisheries and wilderness tourism; 

WHEREAS it is unclear whether the Department of Fisheries and Oceans has fulfilled its obligation to effectively and responsibly manage this important resource and uncertain as to what meaningful action it will undertake to ensure the long term viability of wild salmon on the west coast;  

WHEREAS, the Conservative Party had promised in its 2006 platform to "Establish an independent judicial inquiry to determine the cause of the collapse of the sockeye salmon stocks on the Fraser river" and has not yet delivered on its promise; 

THEREFORE, your petitioners urgently call on the government to establish an independent judicial inquiry under the Federal Inquiry Act that would fully explore all the facts, consult with scientists and stakeholders, determine what went wrong with this year's sockeye run, and present a public report with binding solutions within six months.

We don't know all the causes of the decline of BC's sockeye salmon, but the evidence increasingly points to mortality of smolts by Broughton Archipelago fish farms and consumption by escaped Atlantic salmon (which continues to happen). Sockeye salmon are inextricably intertwined with British Columbia's identity. We need an independent judicial inquiry.

We understand that large corporate interests want to own all the salmon on the west coast. With the useage of patented fish stocks that are being released to contaminate all west coast stocks they hope to gain ownership of all salmon stocks. "Wake up British Columbia!!", "Wake up Canada!!"

This is horrible human behavior, Animals were not put on this earth for humans to treat this way. Every time someone kills something innocent and defenseless like this; we're ruining our own ecosystem. How would we like it, if something showed up and started doing this to us? We're not 'balancing' anything out in nature by doing this, we're just throwing everything off it's natural axis and speeding up our own karmic destruction. Though I don't know how many people in politics can honestly say they care about Karma, or anything outside of their paychecks -- soul search and help the planet you live on, the planet our future generations will have to see, do you want the future generations of this world to be forced into viewing the majestic animals of earth in photos and museums only?
