Be A Voice for Responsible Animal Breeding in South Africa

Hello Fellow Human,
As you may already have realized, humanity is the cause of street and shelter animals. Our irresponsibility and inconsideration is the reason so many dogs and cats are being euthanised/gassed at shelters.
Please view my proposal to the South African (More specifically our City of Cape Town) decision makers regarding Controlled Breeding - which is the best option for healing the damage already done by uncontrolled domestic animal breeding. Implementing this proposal will also be the closest we can get to stopping animals from suffering on our streets and being killed in shelters.
My proposal, e-mailed to the City of Cape Town on 8 May 2011:

 "CONTROLLED BREEDING: 

In my opinion, from studying our current animal welfare policy/by-law and discussing this with responsible/professional dog breeders, all breeding dogs should be registered as such and the person responsible for the breeding should also be registered as a breeder. Then, this can not be monitored and controlled properly without the breeding dog being chipped. This way, when a person claims that their breeding dog is registered, there is a way to check by scanning the chip to confirm the registration status of the animal. 
I think that this control system should be implemented into our animal welfare policy. 
The following would work really well with this system:
People who register as breeders should sign an official document that states the do's and don't's about responsible animal breeding and should also be warned that spot checks may be done by the authorities at any time - to see whether these rules are followed and if their premises are up to standard.   
Overstand's (DA municipality) animal by-law which has been in effect since 2008 and has been working very well for them. Much better than what has been happening here in Cape Town. 
I recently laid a complaint of animal cruelty to the Cape of Good Hope SPCA about a woman who is letting her cats breed uncontrollably. Kitten litters have been known to roam the streets from her yard and be in danger of dog attacks and cars. The SPCA was not very helpful because in Cape Town they are not allowed to do anything about a irresponsible woman who does not practice responsible breeding and is hardly able to feed and care for her animals. Many other serious animal cruelty happenings have taken place under the control of this woman and it has been happening for years. It is really plain unacceptable. How on earth can we humans be so selfish to domesticate animals but not do enough to accommodate them safely? They can not implement birth control themselves, we need to help them. By preventing lives we are saving lives. Please see a few related thoughts on things that might come up at your workshop on Tuesday:
1. People can't afford to have their animals sterilized.
If they cannot afford to have their animals sterilized, how do they afford to let their cats and dogs have kittens and puppies and look after these animals in the manner prescribed by the Animal Protection Act of SA. If they do away with these unwanted animals, could the person who brought forward no 1, please explain how this is done as to make sure that it is not cruel and in contrast with the Animal Protection Act. If people that do not get rid of these unwanted animals, are allowed to breed uncontrolled, what happens to all these unwanted cats and dogs. A bitch and queen can have 16 or more puppies and kittens in a year, and these offspring go into season when they are 6 months old and can therefore produce just as many offspring by themselves - and so it continues. A pet should be sterilized as soon as possible if they are not going to be used for responsible breeding. It should be against the law not to sterilize your animal if you are not going to breed responsibly with them!
2. Authorities do not have the means or manpower to implement forced sterilization.
Authorities will never have enough money or manpower to implement all the laws and by laws which they have passed already, but they do not do away with them for that reason. These laws and by laws are there to be able to act when it is necessary. I personally have never seen people being told by law enforcers not to litter and being fined for that, unless other people complain, yet we have a law that says littering is an offence. People like me who are running initiatives to save animals are there to help and raise funds and awareness of these situations of animal neglect/abuse. There are ways to help - we just need more people realizing how very possible it is to fix this problem instead of prolonging it the way it is being prolonged currently. Personally I would be more than willing to work as an inspector in the future to ensure that responsible breding is implemented correctly - should my proposal come into effect. My proposal is the only solution I currently see. It may not be perfect, but if there is a better solution please let me know."
I am awaiting a response from the City of Cape Town and will not stop this initiative until success has been gained, for the suffering animals!

My name is Genevieve Lesch. I am 21 years old and have been living in Bellville all my life.
I care very deeply for animals, fellow humans and our natural environment. I would like to share my proposal for the new drafting of our Animal Welfare Policy, but before doing that I would like to share a little bit more about myself.
I can not make it to the workshop as I do not have a car - otherwise I would definitely have applied.
I am in the process of registering a NPO called the 'Helping Hearts Movement' which is a movement that will make use of out-of-the-box strategies and methods to gain members who will be helping us make a difference in the lives of street and shelter animals. I am not e-mailing to talk about animal rights. I am not only for animal rights but also animal welfare. Personally I do not consume any animal products but do not give anybody who does a hard time about it. I would just like to make a change when it comes to animal welfare right now, especially responsible breeding.
A strong a true point I need to share (which you probably know already) is the fact that humanity causes street animals. We cause all those lives that are euthanised and gassed to death, as well as all those animals who are left to fend for themselves in our cruel world on our streets and in the harsh elemental weather conditions. Also, animals are exploited by far too many people to make money by breeding them without giving those breeding animals the respect and care they deserve. Pitt bulls are bred for fighting and are also treated badly. I saw an advertisement on Gumtree recently where rabbits are bred for consumption - who monitors that business? If nobody does, how do we know those animals are treated properly? What about all the animals bred for consumption in the bigger companies? Are they being given the respect they deserve? Sorry for going so far into the animal groups, I do not practice speciesism. All life is sacred and the amazing thing is that nothing is impossible. We CAN help those who are suffering!
