UPDATE: The mayor of San Marcos, in her infinite wisdom, has chosen to believe Stephens and Williams rather than her own eyes, I guess. NOTHING is going to happen to Stephens, according to her. She is horrified that he has received death threats (for which I, for one, would like to see some proof) and the City Manager's office has stated, regarding Stephens, that "you don't know what he has been through." We are supposed to feel sorry for Stephens after what he did to those kids! Is everyone in San Marcos government completely crazy?
And where were those paragons of law enforcement during the mayor's press conference? No where to be seen. I expect they were cowering behind her skirts like the craven and cowardly bullies they are.
I'm sure it won't take long before most everyone in the city administration figures out that the mayor took the wrong side in this.

He has, not in words but in action, stated that if you want your loved one to die in your arms, pay attention to the cops. What a guy.

What the hell is wrong with these Texas police? Insensitive assholes, yet when a police dog gets killed in the line of fire, that dog gets a better funeral then a lot of humans!!!! I in no way would like to petition Mr. Williams for the actions taken in this event. I agree, however, maybe more could have been done by the officer on scene to help. If I am not mistaken, aren't there a few veterinary offices in San Marcos? Why make the flight to New Braunfels and risk injuring or killing other innocent motorists? The officer was only doing what he was sworn to do. Serve and PROTECT. If the officer had not stopped the person and they had ended up killing a car full of college kids you would all be there wondering "why weren't the police there to stop this person?" Stop trying to find inherent flaws in the system when you can't make up your own minds.

Mr Williams - I'm sure you are tired of all this hoopla about "a dumb dog". I'm sure your poor employee Stephen is tired of hearing about what a bully he was. May I suggest he (and you)could have avoided all of this by simply excorting the young couple and their dog to the vet with lights and sirens on. They could have traveled at a safe speed, alerting other drivers and been heroes to the community in the same way fire fighters are known to rescue cats out of trees. But instead, he chose to torture this couple by making them helplessly watch as their pet choked to death. Do you honestly think there isn't something wrong with this guy's head? That he won't abuse the power of the badge in the future to incite, beat up, bully or torture some other innocent tax paying citizen? It's up to you, Mr. Williams. Cut your losses now and get back some measure of respect from the community or wait for the next time Officer Sluggo wants to give some decent person and your police dept a a broken heart & a black eye, respectively and in that order. In any regard, you have to deal with it.

I wish I could say I am shock by this behavior. I have several dogs and they are like my children, I unfortunately have had 2 failed pregnancies and several failed fertility attempts. Although many may not agree with my feelings there should be strict laws passed to protect our animals from persons such as this San Marcos officer who is thoughtless and callous.

This Police Chief is a prime example as to why many citizens believe their police force is run by dirty bureaucracy politics and not a genuine concern for the welfare of the public. At a time like now in America, we need someone who cares about their community. Please find a proper chief law enforcement officer who owes his or her allegiance to citizens of the city (or county? unaware as to which this Chief is responsible for) and not the politicians.
