Help! Historical Animal Welfare laws pending in Mexico.-

Messrs. Representatives of the State of Nuevo Leon,

I am writing you to express my interest and concern in the review and approval of the initiative of law protection and animal welfare for the sustainability of the State of Nuevo Leon.  For years the animals have been considered inferior to our own species, and therefore void rights that protect them from our actions. I have read the suggestions made in the round tables by civil, professional associations, NGOs, individuals, and I agree on supporting all the suggestions put forward, as well as which also believe that they may not be excluded from approval, such as:

Sterilizations to dogs and cats in a massive, systematic and free by the State

Ban on cockfighting

Ban on shows with animals in circuses, aquariums, fairs, etc.  

Abolition of ill-treatment and death of bulls and/or horses in bullfighting. The alternative model used in other places in which the bull takes a bib on his back for the use of a hook and loop attachment system and rubbers on their horns is proposed. As well as the supervision of a medical veterinarian by the animal protection organizations.

  Mostly avoid the sale of wild animals, which usually end up captives in areas that does not emulate its habitat, to the detriment of their good development and well-being. In most cases the reality is that they are abandoned in shelters, or in the environment, altering native flora and fauna. 

Regulation of zoos, parks, reserves, oceanariums, forcing them to that emulating the Habitat of each species in captivity as well as the implementation of an ongoing programme of environmental enrichment.  

Registration of breeding of dogs and cats. Require that they pass to dogs and cats vaccinated, debugged, sterilized and with a guide for the care and registration.  

Ban on use of live animals for educational purposes provided that there is an alternative (in fact there are for all educational practices). 

Regulation of the activities of the people using animal moved wagon/carts for the welfare of the horse. It is proposed that the programme of replacement of animal traction for mechanics start within a period of 5 years. 

Application of penal and administrative sanctions for those who violate this law. 

Creation of a trust public-private partnership to subscribe by government bodies and civil society organizations in the public and private funds will be provided in order to encourage activities that promote the culture of the responsible ownership and respect for animals in the State of Nuevo Leon.   

I ask you to reflect on the suggestions and proposals tabled in time and form from the round tables, and please consider, improve and approve this initiative of Act, as our representatives are obliged to listen to and to legislate according to our decisions. 

The animals are part of our daily lives and belong to our same ecosystem; it is time that we begin to respect them from the legal framework and the actions that this guides in our behavior. A society is a reflection of how it treats  their animals,  is time of generating cultural values necessary for a positive and far-sighted change of our humanity, to build a true partnership of peace, the law on the protection and animal welfare is deep and significant part of this beginning.

Sres. Diputados del Estado de Nuevo Leon,

Me dirijo a ustedes para expresarles mi interes y preocupacion en el analisis y aprobacion de la Iniciativa de Ley de Proteccion y Bienestar Animal para la Sustentabilidad del Estado de Nuevo Leon.

Durante mucho tiempo los animales han sido considerados inferiores a nuestra especie, y por lo tanto carentes de derechos que los protejan de nuestras acciones. He leido las sugerencias hechas en las mesas de trabajo por las asociaciones civiles, profesionales, ONG, particulares, y estoy de acuerdo en apoyar todas las sugerencias presentadas, asi como tambien las que considero que no pueden ser excluidas de su aprobacion, como son:

Esterilizaciones a perros y gatos de manera masiva, sistematica y gratuita por parte del Estado

Prohibicion de peleas de gallos

Prohibicion de espectoculos con animales en circos, ferias, acuarios, etc.

Abolicion de maltrato y muerte de toros y/o caballos en corridas de toros. Se propone el modelo alternativo usado en otros sitios en el que el toro lleva un peto en su lomo para el uso de Velcro y cauchos en sus cuernos.

Evitar en su mayoria la venta de animales silvestres, los cuales terminan por lo regular cautivos en lugares que no emulan su habitat, en detrimento de su buen desarrollo y bienestar. En la mayoria de los casos la realidad es que son abandonados en refugios, o en el medio ambiente, alterando la fauna y flora autoctona.

Regulacion de zoologicos, parques, reservas, oceanarios, obligandolos a que emulen el habitat de cada especie que tengan en cautiverio asi como la implementacion de  un programa permanente de enriquecimiento ambiental.

Registro de criaderos de perros y gatos. Exigirles que entreguen a los perros y gatos vacunados, desparasitados, esterilizados y con una guia de cuidados y registro.

Eliminacion de uso de animales vivos para fines educativos siempre que exista una alternativa (de hecho existen para todas las practicas educativas).

Regulacion de las actividades de los carretoneros para el bienestar del caballo. Se propone que en un plazo de 5 anios se comience el programa de sustitucion de la traccion animal por la mecanica.

Aplicacion de sanciones administrativas y penales para aquellos que infrinjan la presente ley.

Creacion de un fideicomiso publico-privado a suscribirse por instancias gubernamentales y organizaciones civiles en el que se aportaran fondos publicos y privados con el fin de fomentar actividades que promuevan la cultura de la tenencia responsable y respeto a los animales en el Estado de Nuevo Leon.

Les pido que reflexionen sobre las sugerencias y propuestas que se les han presentado en tiempo y forma desde las mesas de trabajo, y tengan a bien considerar, mejorar y aprobar la presente iniciativa de ley, ya que como nuestros representantes estan obligados a escuchar y legislar acorde a nuestras decisiones.

Los animales son parte de nuestra vida cotidiana y pertenecen a nuestro mismo ecosistema, es tiempo que comencemos a respetarlos desde el marco juridico y las acciones que este guie en nuestras conductas. Una sociedad es el reflejo de como trata a sus animales, es tiempo de generar valores culturales necesarios para un cambio positivo y trascendental de nuestra humanidad, para fomentar una verdadera sociedad de paz, la ley de proteccion y bienestar animal forma parte significativa y profunda de este comienzo.
