police officers kills while driving dunk!

Earlier this month while responding to a request for assitance on a felony warrent, IMPD officer David Bissard ran into and killed Eric Wells 30. He also injred 2 others. The 3 were rideing their motorcycles at the time of the incedent. Officer Bissard was driving with lights and sirens on when he struck the 3 stopped motorists. Later a blood test discovered that Officer Bissard had a blood alcahool level of .19 more than twice the leagal limit. Now they are saying that the test was given improperly and it has been thrown out leaving David Bissard free of these charges and even with his divers licence. I am writeing this petition to say that not only should David Bissard face charges but also everyone involved in the alcahool test all all involed superiors should lose their jobs! Either this is a case of sever incompetince or a case of corruption and cover up! Either way there need to be higher consequences.
