We the undersigned are family members, friends, and supporters of Jeffrey Lee Wood.  We are petitioning you in an effort to save Jeff from unjustly being put to death by the state of Texas for a murder he did not commit!  Jeff was charged under the controversial Law of Parties, and was not the shooter in this crime, nor was he even in the building when the shooting took place.  This unjust law states that even though a co-defendant may NOT have participated in the crime or caused a death, he can still face the death penalty. It also states that he should have "anticipated" the crime; which was not possible in this case as Jeff had no knowledge that a robbery would even be taking place that day, let alone a murder. 


The actual shooter in this case, Daniel Reneau, has already been executed by the state of Texas.

Further, (in addition to the fact that Jeff did not commit, nor plan the murder) there were several errors made at Jeff's trial, and as a direct result of these errors and prosecutorial misconduct Jeff did not receive the fair trial he was entitled to. 

Jeff also has mental and learning disabilities, dating back to his childhood, that allowed him to be taken advantage of not only by the shooter, but by the prosecution in this case as well.  It is also a FACT that the jury never heard this or any other mitigating evidence that was readily available.


The fact that Wood's jury did not hear this important evidence has not been corrected by the courts, and executive clemency exists to intervene where the courts cannot. Therefore we implore you to demonstrate your respect for justice and human life by doing everything in your power to not only commute the death sentence of Jeffrey Wood, but to release him with time served as he has served over 13 years for a murder he did NOT commit.


We pray to Jehovah God that you show compassion!  We also thank you for your time and attention to this very serious matter.

The fact that Wood%u2019s jury did not hear this important evidence has not been corrected by the courts, and executive clemency exists to intervene where the courts cannot. Therefore we implore you to demonstrate your respect for justice and human life by doing everything in your power to not only commute the death sentence of Jeffrey Wood, but to release him with time served as he has served over 13 years for a murder he did NOT commit.

To Governor Perry and distinguished members of the Texas board of Pardon and Paroles. I understand that in States such as Texas and Mississippi it can be so difficult for Governors and for Parole Board members to do what it takes to reverse a death penalty conviction due to the overwhelming support of the death penalty by your voters in your States. However, that being said what is crucial here is for the right decision to be made based on what has occurred in Mr. Jeff Wood's case. Sadly, this is not the first time that an innocent man has been put on death row and sadly it will not be the last. We look to you Governor Perry and the Texas Board of Pardon and Paroles to do what others have failed to do in saving him from death row and finally giving him justice. "In God We Trust"

This is an extremely sad story and Jeff Wood should not be executed. I would also like to know if at the time he was found 'trial ready' Mr Wood had been given medications to make him ready, two weeks is nowhere long enugh for a full psychiatric evaluation. It is simply unbelievable that the State of Texas proposes to take the life of a man who had no direct connection with the crime, was not at the scene, had no criminal intent, and who has serious cognitive challenges to begin with. It is inhumane, unjust, and completely at odds with the Bill of Rights of the U.S. Constitution, which the State of Texas long ago agreed to abide by. Abolish this hideous practice of putting people to death under the immensely unjust "Law of Parties", perhaps the most egregious example today of a state law in utter violation of federal guarantees of civil liberty. Though I do not know this person individually, I do not in anyway feel that this is a "Justified" cause for an Execution!! Folks, (when I mean "Folks", I am specifically referring to the Courts, and Prosecutors) you need to get your head out of you a**! Use some common sense guys. From what I read about the incident, or lack there of, there shouldn't even have been an arrest made. In short, I am willing to support this cause and gladly sign this petition. Why, when most of the Civilised world has abolished the Death Sentence, does the USA lag behind ? The US is very quick off the mark to 'condemn' other countries for violating Human Rights, ( and rightly so), yet it does nothing within it's own borders about the Death penalty situation. Time and again, through advanced DNA processing, we are finding innocent folks have been either executed or waiting to be executed. How many more are there out there that have been wrongly convicted and are waiting for thier day in the execution chamber ? It must be the worst feeling in the world to know you are about to be murdered LEGALLY by the state, when you are innocent and all appeals have failed. WHEN is the USA going to wake up to this and start treating people fairly and with JUSTICE ? (I am a USA citizen living abroad)

Already the killer has been executed, yet the wonderful system in Texas wishes to execute another man, who was NOT there, for the same crime. One really has to wonder if the persons in Judicial Positions in that state should actually be allowed to continue in those posts. Maybe it would be better to have people with common sense instead. LaQuanda Taylor 6060 Oak Bay Dr. #719 Houston, Texas 77091 (832)352-4524 To Whom This May Concern: This letter is on behalf of my family and the well being of my brother’s health as well as his safety, LaStarzic Taylor inmate #631479 Polunsky Unit Livingston, Texas. A visually impaired offender who carries a blind stick under the, “Physically handicapped Offenders Program/Adaptive Disability Services (PHOP/ADS).” In the federal computer he is listed as legally blind, my brother is also under the “Mental Health Mental Retardation (MHMR),’’ for psyche, to which are his disabilities. A Brittle Diabetic with High Blood pressure and Asthma. The nature of my problem is my brother’s health as well as his safety. My family is in constant fear for his life due to his health is deteriorating. I am still not satisfied; I believe a proper investigation has not been conducted on the major use of forces that my brother has suffered Evidently there is a problem at the Estelle Unit because my brother was moved to a different unit. Even though my brother has been moved to another unit, this matter has not been properly handled. I understand you have to follow certain procedures and you receive many letters from many concerning family members concerning their love ones and their safety. I believe due to the lack of funding to the Texas Department of Criminal Justice. Is a reason why they are not properly training officers the proper safety procedures, are not properly enforcing the general guidelines to the Use of Force Plan. Without the proper training the offenders with special needs will continue to suffer. There are constitutional standards to evaluate whether forces should be applied maliciously and sadistically for the very purpose of causing harm to any offender. Every effort should be made to anticipate and defuse in advance those situations, which might give rise to conflict, confrontation and violence. Provision should be considered to document an entire incident, including efforts by staff to reason with an offender, using video equipment. To my understanding the above information is sufficient according to the “General Rules of Conduct and Disciplinary Action Guidelines for Employees,” by Brad Livingston, Executive Director. Which was not used on July 4, 2008, when my brother was slammed to the floor, his blind stick walking stick was broken in half, and then jumped on by many officers. What since does it make to jump on a handicap offender? LaStarzic has filed grievances on this incident, and never received a response. All reasonable actions should have been taken to stabilize any situation. Reasonable actions should be progressively included where possible. By listening, attempting to calm or reason with the offender, explaining the consequences of the offender’s behavior, notifying the supervisor, requesting video camera and operator. Which was not implemented on January 8, 2009? My brother having a long medical chart of being Brittle Diabetic which is the cause of my brother’s blindness; along with High Blood Pressure and Asthma his health is getting worse. He should be placed on a different unit where there are Diabetic Specialists, properly trained officers to deal with offenders with special needs. The officers on this unit are not attentive to my brother’s medical needs. On January 8, 2009 my brother woke up delirious unaware of the time. By him being a Diabetic it is crucial that my brother receives his insulin on time as needed. Upon feeling sick and Officer Gibson gave him permission to go to the infirmary for his insulin. On his way he was approached by Officer S. Johnson and he told her the same thing, which he felt sick and needed his insulin. But Officer S. Johnson denied him his medication and used an excessive major use of force on him. In the process of suffering several injuries Officer S. Johnson sprayed a can of gas in his eyes. Which was not necessary and a violation. During the time that this was taking place there was no supervisor present nor camera used. All use of force shall be directed by a supervisor whenever possible. When an offender fails to comply with a lawful order, the officers on duty shall attempt to handle the situation. If the offender continues the behavior, the officer shall notify his supervisor. When the supervisor arrives, he shall take charge of the situation and order the offender to comply. If the offender continues the behavior, the supervisor shall notify the highest-ranking shift supervisor on duty. It is then the responsibility of the highest-ranking shift supervisor on duty to decide whether or not a chemical agent shall be used to gain compliance by the offender. If it is determined that excessive or unnecessary force was used against an offender disabled and of any age, there are external reporting requirements in addition to required agency reporting. In these instances, the warden or designee shall report such finding to the appropriate agency, as well as the Department of Family and protective Services. On May 14, 2009, my brother was escorted from A-Wing to the infirmary by Officer Ruschenberg to get his insulin shot. After Nurse Walker tested his blood sugar and seen that it was 39. Nurse Walker told Officer Ruschenberg that he could not go anywhere until she gets my brothers blood sugar level back up. So my brother asked Nurse Walker if he could have Glucose before he sat down, to help with his sugar level so he wouldn’t fall into a sugar shock. As the nurse reached in the medical cart to get the Glucose, Officer Ruschenberg snatched on my brother’s arm telling them to sit down. My brother told him the nurse is getting ready to give him Glucose first, and as soon as Nurse Walker stepped in front of my brother to squirt the Glucose in his mouth; because he was handcuffed and barely comprehensive. Officer Ruschenberg snatched him back by his arms and threw him against the wall. By my brother’s blood sugar being low level of 39, my brother never got hostile, raised his voice, or at any way got out of control with the nurse or officer. So the major use of force used on my brother was unjustifiable, Officer Ruschenberg endangered my brother’s life by using excessive major use of force while having low blood sugar, slamming him against the wall could have caused him to go into shock, and by interfering with his medical treatment. Due to officers at the Estelle Unit negligent, my brother has been denied his medication many times; which causes him to be extremely ill. And even now on the Polunsky Unit there is a problem with the medical staff. Several TDCJ’s policies were not applied, and with their unprofessional actions confirm the fact that my brother, LaStarzic was not and is not safe on the Estelle Unit and now on the Polunsky Unit. Also since my brother was transferred from the Estelle Unit shows that was not following TDCJ’s policies and is trying to end this matter by moving him. Consequently my brother was still found guilty and need the cases over turned and his line class restated. And now to find out Officer S. Johnson, one of the officers in question has been moved to unit where LaStarzic is now being held. His life is now in danger at the Polunsky Unit. With all said throughout this letter, I hope you can understand why I fear for my brother’s life on these units. I am pleading with you please step in and investigate the Excessive Major Use of Forces that was done to my brother, and reassure my family of his safety. Thank you for your time. Please commute the sentence to life. I understand a person was killed, but the actual murder has been executed. This man was found incompetent at the initial hearing to stand trial, and there is reasonable doubt that he knew that the murder would occur. In Jesus name I beg for clemency.
