We the undersigned request that ordinances restricting free roaming of domestic cats be established in the city of Springfield.  Roaming cats are a health concern, leaving their feces in flowerbeds and sandboxes where people are likely to come in contact with it.  Some individuals have severe allergic reactions requiring the use of an Epi-pen after roaming cats leave hair on their patio furniture or door mats.  These cats have also been known to cause damage to various plants and personal property, costing residents unnecessary expenses.  Their roaming infringes on the rights of other pet owners that could otherwise set their bird cage outside on a warm sunny day or allow their pet rabbit to romp in the back yard.  But, the inconveniences inflicted on the citizens of Springfield are only part of the issue.  According to the American Bird Conservancy, scientists estimate that nationwide, cats kill hundreds of millions of birds, including endangered species, as well as more than a billion small mammals, such as rabbits, squirrels, and chipmunks, each year.  The "pests" killed by domestic cats can take food sources away from wild animals such as snakes, hawks and owls.  In addition, it is in the best interest of the cats to be kept indoors.  In Springfield, many cats suffer shootings from residents that do not want them on their property.  Even a small pellet gun has been known to cause paralysis in cats.  Traffic also poses a threat to cats.  Furthermore, roaming cats add to the feral cat population in Springfield.  It is in the best interests of all involved for domestic cats to be kept indoors.  It is time cat owners are subject to the same restrictions as all other pet owners.  Thank you for your time and consideration in this matter.

I own a cat that was raised indoors and never goes out, I also have a small dog that never leaves our yard and is always monitored while out. My pets are under control at all times so why is it ok for other grown adults to allow their pets especially cats to be so destructive. I really feel that not only Springfield should do something about the laws governing cats and their owners but also all of Oregon needs to respond to the inconsiderate irresponsible pet owners who not only allow this type of behavior but in some cases condone that their animal has a right to destroy there neighbors privacy and peace. This is just ignorance on the states side because once again children, adults, and other pets having to deal with the after effects of non responsible pet owners allowing this and getting away with it legally.

Well, I am glad that there are people concerned about cats and dogs continually pooping in your yard and/or flower beds, uprooting bulbs and otherwise spreading diseases, and not to mention the unfavorable smell. While I have discussed this matter with the male head-of-household next door years ago, I recently complained about this matter with the female head-of-household. It does not appear that they have grasped the severity of the problem, since she simply bought a can of Boundary for my use. Well, I don't want to use this type of chemical unnecesarily around my plants, and they should be more responsible home/pet owners by better tracking and controlling the whereabouts of their pets!

It is getting crazy, they get into the buildings on our properties, dig up our flower beds, and I won't even go into the fact none of them are vaccinated. Springfield needs to have stricter rules and regulations regarding cats in this city!

Cats in and of themselves are not to blame for being abandoned and mistreated by ignorant and irresponsible people. It is totally inappropriate to blame a sentient being that has been mistreated by another negligent human being!

A group of about 10 cats are presently causing us a great deal of problems. Our back yard, decking, patio and sides and front of our house are streaked with urine and the smell is horrible. Our gravel and bark is their cat box. I have contacted 5 agencies only to discover there was nothing that can be done about stray cats. I don't understand why people have to put up with this problem and have their personal property destroyed. I feel the city of Springfield needs to address this problem.

Cat owners are not held accountable as dog owners. I have no rights to protect my home and family from the invasion of cats. They use my yard as out house, the spray all over every thing. We have a small dog that is kept in our yard and she had dog tags and is controled. I have a number of neighbor's cats using my yard as their toilet. The cat's owners refuse to keep their cats housed... or even acknowledge the cats arew their's even though they feed them.

My daughter is allergic to cats and everytime one comes into our yard it causes problems for her. other reasons are as follows: I do not like my gardens DESTROYED by a cat,I do not like my parrots messed with when it is sunny outside during the summer in their cage, I do not like when they use MY yard as their toliet, I do not like it when I put food out for the many different birds and the cat kills them, I have had a complete family of starling jays killed off by cats. If someone has a cat they need to keep it indoors. And the cats need to be bound by the same laws as the dog is.

I have never understood why cats can run loose and dogs can't. They are just as distructive and probably more so then dogs. I, for one, am getting tired of cleaning cat tracks off of my cars. Plus the fact, they are a danger to motorists. They run into the street, a driver swerves to miss it and could easily hit another car, a person and get hurt or even killed. If people want cats, they need to have control of them at all times, just like dog owners.

I am an animal lover. I have several pets whom I adore, including a cat, but, I dont make my cat other people's problems. There is an over population of stray cats in my area as well as tons of people's pet cats roaming around. One particular next door cat just doesnt get the hint after being chased off constantly and still comes into my yard. He is an unfixed male who uses my yard as his litter box, runs under my house, and chases away the native bird species and squirrels which I would love to encourage to be in my yard. I cant step in my back yard without coming back in the house smelling like cat poop which puts my cat in danger of catching something which him, or any of the other worthless cats that people dont care enough about to keep inside, could give to her. I dont have the money to get her shots so I take the risk everytime I go outside in my own yard of giving her something. Its lame and people need to take responsibility for their pets.

If I can get in trouble for a dog at large, why can't a cat? Both pets, both have 4 legs. Besides, if my huskies eat some cats then the problem is solved, for me at least!

Cat's carry diseases in their poop. They leave their droppings in our yard. I have bird feeders in my back yard and I saw a cat in the back with a bird in it's mouth. I have 6 foot high vinyl fencing and they get in but have a hard time getting out and I'll launch my dog on any cat that get's in the yard.

Stray cats are a nuisance to all in several ways. Too many to speak of quickly. vehicles,landscaping,health,smell (urine) and the turds they leave alll over your yard...and then the dumb ones that just sit in the middle of the road inviting you to take matters into your own hands...to swerve or not to swerve?

I love cats, and think that if cat owners were made to be respocible for their animal there would be a whole lot less kittens com spring. If its not made that all cats have to be indoor, atleast make it manditory that all cats are spayed/neutered unless you buy a "breeders licence".

Cats should be controlled and regulated just like dogs. I'm tired of cleaning up after animals I do not own. They ruin our yards, gardens, flower beds, and markup as well spray my property. Why should I have to waste my time and money because of an animal I do not own.

I do not feel that it is right for neighborhood cats to enter property and relieve themselves nor is it right for them to mark up our vehicles. Why should I have to search through my for cat waste before my children play in it. When I look at my wonderful garden and flower beds I should be able to experience their beauty and fragrances. Not their destruction becuase a cat decided to it looked like a toilet to them. I can’t buy the argument of some cat owners that their tabbies just have to roam the neighborhood because, well, cats are like that -- they are independent and like to be outside and ... whatever. Name me an animal that’s a common pet that wouldn’t like to run free. Neighbors shouldn’t have to make a habit of knocking on doors to ask that felines be kept on their own property, shouldn’t have to use humane traps and then turn captured kitties over to the Humane Society; aficianados should get the fact that while cats might not pose the same risk, allowing them to run loose is as rude as allowing pet dogs, horses, pigs, goats, cows ... anything to run loose. Also cats can still carry diseases transmittable to humans, including rabies and ringworm. Feline distemper and fleas can be spread to other cats. Roaming increases the potential for disease being spread. Environmental effects Experts said roaming cats also have an impact on local wildlife populations, specifically birds. “Hunting is instinctual in cats,” said Klamath Fish and Wildlife biologist Ron Larson. “Even if they’re well fed, it’s something cats do.” Officials for Cats Indoors, a national campaign to reduce the effects of house cats hunting local birds, estimate house cats kill millions of birds every year in the U.S. They also prey on small lizards and mammals.

It is no longer safe to allow cats to roam. Way too many are getting lost, injured or killed. They are also becoming feral or allowed to breed without restriction. Too many are ending up in shelters to be euthanized. Cats need to be as valued as dogs and taken care of responsively.

I believe that cats should be bound by the same laws as dogs. I do not appreciate it when the neighbors cat comes INTO MY YARD that I have spent HUNDREDS of DOLLARS on and planted gardens to have a cat come in and tear them up and kill the plants by digging and peeing in my yard, not to mention the scratches in my vehicle from them jumping up on them just so they can groom themselves. I also have a daughter that is ALLERGIC to cats and their DANDER gets on the chairs outside,the porch,and etc. Which in turn makes it to where my daughter has to have medication which is ANOTHER added expense that we should not have to endure because the neighbor does not want their cat in the house or ALLOWS it to roam free.

I don't care that much about the paw prints on my vehicles (well, not as much as my husband), but I do care that I cannot let my kid's rabbit run in our privacy fenced back yard because the neighborhood cats would kill her like they did a rabbit belonging to a friend of ours. Why should my pets be restricted in my own yard because of other people's pets? Also, I had to spend approximately $80.00 to enclose my children's sandbox, located under their play structure, with wire fencing and a gate to keep the neighborhood cats from using it as a litter box. I enjoy gardening, but not the little surprises left in my soil by other people's cats. I purchased two motion activated sprinklers to keep cats out of my front yard flower beds. But at $70 each, I can't afford any for my back yard. I don't think it is fair for me to have to pay these extra expenses for cats that I do not own. I think people that live in town should be considerate neighbors and keep their cats inside.
