On June 14th 2008 some Brazilian animal rights activists managed to enter in the dog pound of the Medicine department of the UFG University (Federal University of Goiás), Brazil, and they took some pictures of the animals and the conditions they were kept. As it can be seen by the attached photographs, the dogs were found eating each other, ill with mange and in agony, after having undergone vivisection.
The dogs have been used for experients of vivisection several times, and then have been put back into the pound with their wounds still open. This practice goes against the Federal Brazilian Law, according to which the rights of animals are protected by the Law 9.605/98, code 32, which says: 'To cause any sort of abuse, mistreatment, wounds or mutilation to wild animals or pets may be punished with jailing from 3 months to 1 year. The same penalty is valid for whoever makes painful or cruel experiments on live animals, even for learning or scientific purposes, when there are alternative methods.'
There have been many reports to the Public Ministry of the city of Goiânia (capital city of Goiás, Brazil) but all of them have been ignored. The Rector of the university has denied any sort of mistreatments on dogs, but the pictures prove the contrary. The dogs come from the city dog pound: this proves the sad destiny which awaits the stray dogs of the city.
Please sign the petition and send a copy of the letter to the Brazilian Authorities, asking politely:
to pay attention to the reports of those who defend the rights of the animals of Goiânia, so that the culprits of such despicable mistreatments may be identified,
to urge the immediate replacement of the dogs in the University, since there are valid alternatives, as shown by some of the best universities in the world which have abandoned vivisection since a long time.

É com grande consternação que escrevo para solicitar que acatem e investiguem as denúncias de maus-tratos feitas por defensores de animais de Goiânia cometidos pela Universidade Federal de Goiás, cujos cães utilizados nas aulas do curso de Medicina são utilizados para a vivissecção, prática essa que fere Lei 9.605/98 em seu artigo 32, que considera crime realizar "experiências dolorosas e cruéis, ainda que para fins didáticos ou científicos, quando existirem recursos alternativos". É dever das autoridades fazer respeitar o espírito da lei e responsabilizar os culpados criminalmente pelo seu descumprimento. É inaceitável que em pleno século 21 e com o avanço da tecnologia se permita utilizar animais no ensino, sendo que tal prática anti-científica, anti-ética , degradante e imoral já não faz mais parte da realidade de inúmeras universidades no mundo inteiro, assim como é inaceitável a existência de Centros de Controles de Zoonozes que encaminham cães abandonados para universidades para que estes sejam vivissecionados. Uma vez que os animais são tutelados pelo Estado, espera-se que as denúncias sejam apuradas e os culpados punidos.
I'm writing to you in deep sadness, to urge to pay attention to the reports of mistreatments coming fromt the animal rights supporters of Goiânia in regard of the abuses perpetrated in the Federal University of Goiás, where the dogs used during the lessons of the Medicine course have been vivisectioned, a practice which is forbidden by the Law 9.605/98 in its code number 32, where "using live animals for painful or cruel experiments, even for learning or scientific purposes, when there are alternative methods" is defined as a crime. It is the duty of the Authorities to take care that the laws are respected, and find the culprits who break them. It is unacceptable that still in the 21st century there are animals which have to endure such experiments, since this anti-scientific, immoral and degrading practice isn't a part of the reality of a great number of universities worldwide anymore. It is also unacceptable that there are dog pounds which give stray dogs to universities to be vivisectioned. Animals are protected by the State and as such the reports should be looked into and the culprits should be punished.
