Preliminary approval has been given to Consolidated Energy (CE) to build a large commercial power plant in Woods Cross near the Holly Oil refinery. This proposal allows CE to burn primarily petroleum coke, a refinery waste product much dirtier and cheaper than coal, and residual fuel oil, a refinery product dirtier than diesel. Compared to coal, petroleum coke emits higher concentrations of all the major components of air pollution, especially the highly toxic and most dangerous compounds.
