Require Humane Law Enforcement in Every County in the United States

Many people don't know that violence against humans is highly linked to animal abuse and neglect. The United States has passed protections that involves cross reporting between law enforcement agencies and humane law enforcement. The problem in so many areas is a lack of humane law enforcement officials. By making it a Federal mandate, a current law enforcement official would be cross trained as a Humane Law Enforcement official that would be familiar with the laws to protect both human and animals from abuse and neglect.

     We the people of the great "United States of America" due hereby request the following to be applied at the Federal level for the benefit of better protecting people and companion animals through the use of cross reporting individual(s) suspected, and or convicted of neglect, abuse, and or abandonment by Law Enforcement Officials with those of Humane Law Enforcement Officers (HLEO) in each County of every State in the United States, and United States Territory.


This would ensure that current Law Enforcement Officials have an agency based official(s) in each County that has been duly trained in both types of law enforcement, is able to properly investigate, report, and make suggestions to the Courts on how to proceed.  The Justice Department as you know is keenly aware of the extreme danger animal abusers pose to the public, as animal abuse and violence to people, especially children, is deeply connected and has proven in several studies, including those done by the Federal Bureau of Investigations.


We request that in order to properly and effectively reduce child abuse, domestic violence, and animal abuse each State and County must be equipped with a HLEO trained professional, a recommendation of 1 Full Time HLEO:500,000 households per County.  In those Counties where less than 500,000 households exist, a recommendation of 1 Part Time HLEO be available to the Law Enforcement Officials.


Training and Budgetary:  Concerns can be achieved by allowing current Law Enforcement Officers to elect themselves to be duly trained in Humane Law Enforcement, which would reduce the cost for new hires, while providing a much needed service to public safety.  


Grants for training could be acquired through many humane societies throughout each State.  Nearly all humane societies are privately funded and receive no funds from the Government.  This would greatly reduce the need for additional funds in County budgets while reducing crime.

If we cannot get the 100,000 needed signatures the White House doesn't even have to address the issue. Please animals are suffering as well as children and victims of domestic violence.
