Take back Control, Improve Communication, Remove the problem at River Pines

As concerned owners of the River Pines RV Resort, we are demanding change. We want to put an end to all of the lies, unnecessary fines and double standards. We feel a good start to this would be the resignation of Bill Hybruch. He is the one that speaks at all the meetings, and did you know he was only the Secretary and now only the Vice President? He is the one that answers e-mails, writes the newsletters and handles the website. He is the common denominator and does not need the power. This petition is to request the resignation of Bill Hybruch but if we are able to gain enough support, we can call a special meeting and vote for impeachment. River Pines is supposed to be a place we come to relax and enjoy, not a place we need to worry about whether or not we will receive a threatening letter from the board, telling us that if we don’t comply with whatever new rule they have decided to come up with or make up, that we will be fined. We should be a community that is able to talk to one another and discuss things like adults when a board member feels that a lot owner has something they need to be taking care of. This 7-member board was elected by the people to serve the people and their interests, not to dictate to the people, how things are going to be or else you will be fined.

 The board has used New Richmond as a scape goat for the sewer man hole covers being raised 6”. Research has proven New Richmond nor Clermont County Board of Health have anything to do with this.

 Owners have been fined for weeds claiming it was a requirement from the health department and New Richmond. Upon research with both entities they had nothing to do with the requirement of cleaning up the weeds.

 Meters are pulled when fines are not paid. One lot owner had a meter pulled for unpaid fines for weeds which caused them to loose food in their refrigerator. The only time a meter should get pulled is non-payment of electric or dues. 

 This board made a new rule up that stated only single axle trucks are all that are allowed in the park for our improvements. Then when a board member first broke this rule, bringing in a double axel concrete truck, Bill Hybruch was nowhere to be found. The board members excuse when confronted by a lot owner stated that the concrete companies small truck was broke down. Then on two other occasions when lot owners brought in the same size truck, Bill Hybruch was on their lots before the concrete could even be poured, telling them that they were breaking the rules and that those concrete companies will not be allowed in the park anymore. Then after all of that, the board once again made a decision without confronting any owners, that they were going to purchase fill dirt for the common area of the park. This dirt was brought in on triple axel trucks, once again breaking their own rule. Perhaps this rule was only intended for lot owners and not board members. The bottom line is, owners have been harassed when deliveries come in anything over single axel trucks by board members, while the board brings in whatever they want on any size truck they want. (Double Standard)

 Winter Shut down required sewer caps. Owners that capped their sewer lines were fined because they disappeared after they installed them. During appeal they were not given the fair chance to present their case with all of the facts.

 It was learned through an owners legal council that lot inspections Sept 17th was not legal according to our declaration and by-laws. The only easement the board has is for utilities, not to do inspections. 

 Sewer inspection would have been more successful had the board communicated what was required or appropriate prior to the inspection.

 Amenities have not been maintained, example, 4 th of July, boat ramp was not cleaned off and ready to use as soon as the water receded.

 There have been band aid fixes to broken items, such as the pool pump, which in turn the band aid fix broke the day before the pool closed leaving another amenity unusable.

 Gate has been left open for dump trucks to come in and out of the park but not allowed for special events

 The board has harassed the Women’s Auxiliary about the time dances end even after the Women’s Auxiliary tried moving the time up which in turn reduced the participation essentially wasting 25% of the money spent those nights. 

 Owners on Lot 51 were fined for several months for weeds and overgrown landscaping on their lot. No one from  the board tried to find out what was going on. When another lot owner did get in touch with them it turned out he is wheel chair bound, she had a 5 way bi-pass and still has health issues and their son-in-law that normally helped take care of things for them passed away from brain cancer. There was no sympathy or help from a community, just continued fines.

• Owners have also had work being done on their lot, improving it, parked their camper near the dumpsters and were told to move it. The dumpsters were not blocked in any way, but that was the reason they were given.
