Additionally, this bill requires that any criminal conduct be reported to the facility owner—not the police! This would internalize the reporting requirement and continue communal silence to criminal behavior.
These bills are dubbed “Ag-gag” bills because they seek to silence efforts to expose animal abuse at agricultural facilities. In 2011-2012, fourteen ag-gag bills were introduced; 11 out of 14 were defeated.
