Make animal abuse a crime that equals the abuse of a human with the punishment the same - jail!

At the Federal level of government and at all provincial levels, make abusing an animal as much of a crime as that of abusing a human.  This would include all the criminal acts of neglect, abuse, cruelty etc. as with humans and all the punishments would be the same as if the crime of the abuse was done to a human baby or child!
