If you were told to evacuate a war zone and if you didn't then the US marines must kill you

When the United States goes to war and sends their soldiers over seas if the civilians of that country were told to evacuate the war zone area and if any of those civilians of that country didn't evacuate then they must be killed by the United States soldiers. Think about its to much trouble to go through all that ruckus. I feel it should be a law and all soldiers should follow it
