Please help me stop animal cruelty and abuse in the Philippines

I log in to my facebook account today and saw the link that was shared by my brother. I was surprised to see the picture of this dog -- hairless, swelling body, and with wounds caused by the scabies that infected him which was the result of neglect and abuse of the owner. I browse the comments made for this picture on the said social networking site and it breaks my heart to read that they are making fun of this animal, including the owner itself. Some irresponsible person, whom I cannot imagine why they are keep on getting animals which they cannot take care of . This dog, they call "Tiger" is one of the many victims of animal cruelty in the Philippines, where there is a law for protection of animals but is not strongly implemented. Please help me raise my voice to be heard by the targets of this petition. Please help me to help this dog and the other animals who is of the same situation, or even worst, by raising this petition, and at least through this site, even there's just a little chance to be heard, I can make a change. I just wish that every animal can live in peace and harmony with humans. No more cruelty in any way.

To the owner of this dog:Animal has life too. They are capable of feelings being felt by human. The only difference is they cannot speak their thoughts. we humans need to be sensitive so that we can understand them. Don't keep animals if you cannot take care of them - you will only make their lives miserable.
To the Government of the Philippines: what's the use of the "animal law"? There are lots of animals being abused, and it's everywhere, visible, but the government is not doing anything.
If this petition can reach the office of the
President of the Philippines, I would be thankful . Sir, you wants to make a change, you want to show that you are different from the previous leaders, then, please help us in ending animal cruelty in our country - let this thing be one of those changes you will make. Thank you.
