The Animal Welfare in Agricultural Research Endeavors Act has been introduced by the Senate and the House of Representative as stated in http://atwork.avma.org/2015/02/19/congress-introduces-aware-act/. Since its initial introduction, the Act would amend to include farm animals used for agricultural experiments at federal facilities. The current AWARE Act provides little to no protection for farm animals used in any types of experiments.

S. Meat Animal Research Center (MARC). A law is in the budget for this year that will address such cruelty at MARC along with other federal agricultural research facilities. And there is another proposal known as the AWARE Act that would amend the current Animal Welfare Act to include animals in farming since they currently are not protected.
Our hope in this petition is to encourage Congress to support the passage of this proposed AWARE Act (H.R. 746/ S. 388). All farming animals need to be protected along with any other animals in federal laboratories. We want to speak up for the voiceless that endure pain, suffering and death through cruel experiments and research in efforts of promoting the meat industry’s profits. U. S. Congress – It is shocking to learn that the USDA is using taxpayer money to pay for cruel experiments on animals, including those in the farming industry, through the MARC. The meat industry apparently ignores the reality that animals are sensitive, emotional, living beings; yet their bodies are tormented in various ways in the name of increased profits. The hope is that you will work to put an end to such cruelty at MARC through the passage and support of the AWARE Act (H.R. 746/ S. 388). The Animal Welfare Act needs to be amended to include protection of all farm animals in federal labs and should be fully enforced.
