Muncie, Indiana - Implement Laws Banning Animals Left Outdoors in Extreme Cold or Heat

Please signing and share this petition everywhere possible on all media sites in an effort to speak out loudly to the lawmakers in Muncie, Indiana regarding laws that will protect animals left outdoors during extreme cold and hot weather. This comes as a result of a recent case where dogs were found at a home, in the yard, during the cold snap, with the dogs frozen to the ground! We need to protect these animals so that such a situation is not repeated, ever!

Recently, in Muncie, Indiana, an investigation is underway regarding a dog that was found outdoors, chained, frozen to the ground and emmaciated. The dog was dead but it took several days to do an autopsy because of its frozen condition. Another dog was on the premises but did survive. No one could determine who owned the animals because the apartment building was vacated with the animals chained outdoors during one of the worse winters we have had. Both dogs were pitbull breeds and the surviving dog was named Katniss by the Muncie Shelter employees. At least she is alive, very thing and recovering at a foster home.

If it were not for utility workers coming onto the property to shut off power at the complex, the dogs would not have been discovered and Katniss, who appears to be about 7 or 8 years old may not have survied as well. They estimate that the deceased dog named Tris was between 4 and 7 years of age. Reports say she was found "in an outdoor dog house covered in snow."

This is such a horrifying situation and one that is noted quite frequently. Too often, we hear stories of dogs left outdoors by their owners in extreme hot and frigid temperatures, many times without water and shelter, affecting the animal's health and well-being.

Muncie, Indiana is among one of the many areas that gets hit hard in the coldest of winter's and often the heat of the summer. We should never, ever be faced again with a dog or any other animal losing its life or being fatally harmed due to the negligence of an owner(s). We need your help by signing and sharing this petition so that we can strongly urge Muncie, Indiana lawmakers to implement a law that bans animals be kept outdoors during exteme hot or cold weather, enforcing that law to the fullest.

Muncie, Indiana Lawmakers - We encourage you to create, implement and enforce a law that bans animals from staying outdoors during frigid cold temperatures and extreme hot weather. What recently happened with the two frozen dogs left outdoors without anyone's knowledge should never have happened and we need to take legal steps to ensure it does not occur again. All animal owners need to be required to keep their pets indoors except for letting it out to do its business and return to the comforts of home. Implement a law that bans leaving animals outdoors for extended periods and enforce those laws for the health, safety and well-being of the animals.
