spay and neuter

Too many pet owners have pets that are not fixed.Resulting in too many puppies ending up in shelters and being dumped and homeless.Make it a law just like licensing to spay and neuter or else a very stiff fine! A law has to be in place for this to stop the overpopulation and the endless slaughter of millions a year! This law will create revenue for each state and protect the health and welfare of the animals, cats and dogs.Please get on board and make this law happen.
