Help Support Outdoor DTV Antennas For Apartment Renters and Homes during power outages

My reception and other peoples TV reception is very poor without cable, satellite.  With TV stations across American migrated to digital in June 12, 2009 the signals are very difficult to receive when indoors.   Most people in apartments are having problems getting most of their digital television channels even with the rabbit ears are not cutting it.   With power outages that are always occuring there is not enough power to get satellite TV, cable, and FiOS TV services and people end up listening to the radio only.   Most television stations are losing viewers even during hurricanes and other natural disasters.   There are ommidirectional flat dish antennas out there that would be good for apartment use and people should have rights to put theirs up for their battery operated television sets.   It's so sad that I don't have a antenna up outside for emergency television news during a power outage.  All of us should have that right from these deeds owners.   We should also have manufactuers come up with back up or battery power supplies for the RF preamps for the antennas.
